Specialized Experience: One year of specialized experience which includes: 1) experience assisting with planning, analyzing, and/or supporting human resources programs, such as outreach, recruitment, human capital initiatives, and workforce planning; (2) experience assisting with planning, coordinating, or tracking human resources projects or initiatives; and (3) experience using human resources systems or data tools (such as spreadsheets, dashboards, or reporting systems) to extract, analyze, or present human resources information. This definition of specialized experience is typical of work performed at the next lower level/grade position in the federal service (NH-02/GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Additional information
- Plans, develops, administers, and evaluates command HR programs including outreach, recruitment, strategic planning, competency management, and workforce initiatives.
- Provides expert guidance to commanders and directors on complex HR issues, policies, and strategic workforce decisions.
- Collects, transforms, and analyzes HR data to identify trends, support decisions, and create dashboards and visualization tools.
- Establishes human capital policies, conducts workforce studies, and identifies mission-critical skills and competency gaps.
- Develops reports and evaluations to ensure HR programs align with Command Strategic Plan objectives and meet mission goals.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret clearance level or access for the duration of employment. A background investigation and credit check are required.
- This position requires temporary duty travel (TDY) away from its duty station up to 25% of the time.
- Appointment to this position requires a one-year probationary period unless the selectee has previously met the requirements in 5 CFR Part 11. During the probationary period, the employee may be terminated with limited appeal rights.

- The U.S. Army Test and Evaluation Command (ATEC) is participating in an alternate personnel system known as the Acquisition Demonstration Project (AcqDemo). Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. The band NH-03 is equal to the former GS-12 Step 01 through GS-13 step 10. ATEC uses salary control points to allow for differentiation in the level of positions within the same broadband. Therefore, the salary for this position will be set no higher than $158,322.00 including locality.
