Duties
DUTY 1: As Division Chief, plans, organizes, and oversees the activities of the Division.
DUTY 2: Exercises supervisory personnel management responsibilities.
DUTY 3: Establishes, develops, and maintains effective working relationships with commanders, managers and with a variety of installion and functional area organizations.
DUTY 4: Serves as advisor to the Commander, Vice Commander, A1 Director, and staff of HQ AFRC and to the commanders and subordinate organizations on all matters pertaining to Air Reserve Technician (ART) and civilian personnel management, utilization and administration.
DUTY 5: Directs research and development projects and studies covering all phases of the Air Reserve Technician and civilian personnel program for the purpose of developing and improving methods and procedures, insuring equality of programs with other government agencies and meeting special problems within the command and the Air Force.
DUTY 6: Serves directly as advisor to the A1 Director and/or Commander on matters involving organizational and resources management and, as required, develops programs and plans involving new or revised concepts for mission accomplishment or improvement such as the Air Reserve Technician program, mobility of key personnel, proriety of organization and manning requirements, and base operating concepts.

SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes knowledge of, and skill in applying, a wide range of HR laws, executive orders, regulations, policies, directives, instructions, and concepts governing HR functions such as position classification, affirmative employment, and employee/labor relations programs. Extensive knowledge and understanding of complex Federal HR management functions, theories, and techniques; and relationships of various HR disciplines as well as organizational functions and work practices. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to civilian personnel programs.
2. Knowledge of the mission, roles, functions, organizational structures, and operation of DoD and Air Force organizations to provide command level staff guidance and/or civilian personnel program functional information and the relationships to other components of the Air Force and Air Force Reserve organization.
3. Ability to plan, organize. and direct the functions of the A1C Division and to mentor, motivate and appraise the staff of an organization through subordinate supervisors.
4. Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources.
5. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with technical accuracy.
6. Knowledge of safety and security regulations, practices, and procedures.
7. Ability to objectively analyze information, identify new developments, and direct appropriate military, civilian personnel and resources management policies, goals, objectives and program activities.
8. Skill in establishing and maintaining effective working relationships with staff, higher level officals and lateral organizations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
