Job Description
The Special Access Program Security Officer will support security operations at Guam Tracking Station and serve as a key member of the site security team. This position is responsible for supporting the administration, oversight, and enforcement of Special Access Program security requirements, ensuring secure facilities, classified information, personnel access, and security processes are maintained in accordance with Government, customer, and contractual requirements.
The role will perform duties aligned with Government Special Security Officer functions and the contractor security equivalent, supporting the protection of classified information, controlled access areas, personnel security processes, physical security requirements, security education, and overall security compliance.

The role will perform duties aligned with Government Special Security Officer functions and the contractor security equivalent, supporting the protection of classified information, controlled access areas, personnel security processes, physical security requirements, security education, and overall security compliance.
Responsibilities
- Develop, administer, and audit security programs to ensure compliance with government regulations associated with the protection of classified material and export-controlled data.
- Support contractual security requirements for Advanced Programs, including SCI and DOD collateral classified programs.
- Implement federal security regulations as set forth in Advanced Program security rules (DoDM 5205.07), SCI security rules (ICD) or DOD security rules (NISPOM).
- Work closely with U.S. Government customers to provide contract support, program management, and security services.
- Create presentations, provide Security Education and Awareness training, and develop procedures.
- Perform individual and team roles to support classified programs, including access control, visitor control, indoctrinations, debriefings, security incident investigations, and classification management utilizing ICDs and customer-specific guidelines.
Qualifications
- TS/SCI clearance.
- Prior experience as a Contractor Program Security Officer (CPSO), Government SAP Security Officer (GSSO), or Special Access Program (SAP) Security experience.
- Experience with ICD 705 and DoD Manual 5205.07.
- Knowledge of DISS, security clearances and eligibility.
- The position requires shift flexibility based on business needs (on call) .
Desired Qualifications:
- Working knowledge of Operational Security (OPSEC), Controlled Unclassified Information (CUI), and Counterintelligence.
- Knowledge of various security databases such as DISS, NISS, JADE, etc.
- Experience working with internal and external stakeholders/customers.
- Strong interpersonal and team building skills.
- Experience writing policy & procedures such as Standard Operating Procedures (SOP), Concept of Operations (CONOPS), Operation Security (OPSEC) Plans & Construction Security Plans (CSP).
