Job Description

Theater Security Cooperation POL/MIL Analyst

Supports the USCENTCOM J5 Theater Security Cooperation (TSC) planning and engagement efforts in support of the theater campaign plan/order in a country specific and/or regional basis. Regular engagement with OSD, Joint Staff, Interagency, as well other Combatant Commands and military organizations ensures the implementation and integration of the interests identified in the National Security Strategy and other foundational documents into the country specific security cooperation plan(s) is required.

The contractor shall also provide country/region political-military analysis and advice in support of key leader bilateral engagements, boards, bureaus, working groups, and other forums as determined by the customer.

Frequent travel in support of the CENTCOM Commander, deputy commander, J5, and other principle’s key leader engagements is required.

Contractor shall have the skills needed to employ the joint planning process, operation design, prepare and deliver briefings and provide pol-mil advice to 3-Star and 4-Star general/flag officers. The contractor is also expected to liaise and collaborate with OSD, Joint Staff, other Combatant Commands, Component Commands, and other USG agencies.

SME expertise delivery to provide country-specific Pol-Mil subject matter expertise directly to the commander and immediate staff during theater travel and key leader engagements.

The contractor may be called upon to facilitate/lead working-level conferences and monitor bi-lateral plans.

May be asked to support the USCENTCOM Assessment lead (OPR) for specific CENTCOM Campaign Plan (CCP) Effects and Success Criteria directly related to SC. Assist in the collection and analysis of assessment data, the coordination of assessment findings/summaries across the HQ staff and provide assessments results to CCJ5 Assessments Division for synthesis and presentation to the Commander’s Decision Dialogues (CDD).

Participate in CCP revisions and Line of Effort (LOE) working groups to support, but not limited to, objectives, Intermediate Military Objectives (IMO), Effects, and Success Criteria as necessary.

Provide program and analyst subject matter expertise to assist the Lead TSC Planner in the development, assessment, and refinement of SC plans, Strategic Guidance, and other SC products to support higher headquarters’ requirements, the CCP, or the Commander’s priorities. Participates in various working groups and Operational Planning Teams (OPTs) to include, but not limited to, Planning and Resource Alignment Conference (PRAC), Integrated Air and Missile Defense (IAMD) Working Group, and LOE Working Groups.

Requirements:
- Bachelor’s degree or equivalent from accredited college/university
- Minimum of ten years of experience in the Security Cooperation field
- Demonstrated knowledge of DoD mission and functions
- Self-starter with initiative and can perform independently with limited supervision

Security Cooperation Workforce Certification.
Advance certifications are not required but recommended for all personnel operating under this contract Performance Work Statement. The contractor is encouraged to complete Defense Institute for Security Cooperation Studies (DISCS) Professional Development / Continuous Learning courses and/or equivalent courses of study related to each task/sub-task or applicable Area of Concentration. DISCS professional development courses will be made available to the contractor (full time employees only) after contract award and on a space available basis. Advance Certification levels are Basic, Intermediate, Advance, and Expert.
