Duties

This position is in the Joint Force Headquarters, United States Property and Fiscal Office (USPFO) Purchasing and Contracting, Wyoming Army National Guard. The primary purpose is to perform developmental assignments which are designed to provide the incumbent, who is serving in a trainee capacity, in the application of common contracting methods and contract types, and to assist in the procurement of standard or specialized service; supply; and/or construction items, services, and/or materials primarily through formal advertising, or through limited use of negotiation techniques. Non-competitive promotion to the next higher grade level is dependent upon 1) satisfactory completion of the training requirements, 2) demonstrated ability to perform the duties at the next higher grade level, 3) fulfillment of all Office Personnel Management (OPM) legal and regulatory requirements for promotion, and 4) recommendation for promotion by the supervisor.

Selectee will be responsible for Purchasing Agent duties.

KEY REQUIREMENTS:

Open to all United States military branches

Military members: Submit STP, vMPF rip, DVR, ERS, MBS, PDR or equivalent with resume
Prior service members: Submit a DD Form 214, Member 4 Copy

Officers not assigned to WYARNG must submit NGB Fm 62E

Must be assessed into WY ARNG before appt. May take up to 120 days
Must become a member of the Wyoming Army Nat'l Guard before appt
May be required to successfully complete a two-year trial period
Federal employment suitability is determined by a background investigation
Recruitment/Relocation Incentives ARE NOT authorized
PCS costs are not authorized. Must be willing to relocate at own expense if selected

CONDITIONS OF EMPLOYMENT AND NOTES:
Technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT)
Military Technicians are ineligible for military enlistment, retention, and student loan repayment bonuses. Acceptance of a Technician position over 180 days will result in suspension or termination these military incentives. Military Technicians in the excepted service will wear the appropriate uniform while performing as a Technician
Veteran's preference does not apply to National Guard Technician positions in accordance with Title 32 USC 709(f)

1. May be required to travel by military or commercial aircraft in the performance of TDY assignments
2. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day
3. Must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position
4. Must meet the continuing acquisition requirements IAW DoDI 5000.66
5. IAW the Ethics in Government Act, 1978, required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually
6. Must obtain and maintain secret security clearance
7. Position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG

AREAS OF CONSIDERATION:
Referrals of qualified applicants will be issued in the following order:

Area 1: All permanent and indefinite Wyoming National Guard (NG) WY ARNG employees assigned to the USPFO.
Area 2: All permanent and indefinite Wyoming National Guard (NG) T32 Dual Status technicians employed within the Wyoming National Guard.
Area 4: All current Drill Status Airmen and M-day soldiers of the Wyoming National Guard.
Area 6: Current military members of the United States military branches or prior service members of one of those military branches. Must be willing/eligible to join the Wyoming Army National Guard as a military member prior to appointment to position.

MANDATORY POSITIVE EDUCATION REQUIREMENTS: Must possess, at a minimum, a Bachelor's Degree from an accredited educational institution authorized to grant baccalaureate degrees.

GENERAL EXPERIENCE: Must possess experience in positions supporting competencies in business, finance, risk management, project management, or supply chain management. Experience must include competencies such as skill in collecting and analyzing data and the ability to communicate clearly and effectively and other professional competencies in procurement administration or purchase card management.

SPECIALIZED EXPERIENCE:
GS-1102-07 (Foundational): Must meet mandatory positive education requirement. To qualify, must have at least one year of experience in positions collecting and analyzing data. Experience assisting in business management, financial management, project management, risk management, or supply chain management.

GS-1102-09 (Foundational): Must meet mandatory positive education requirement. To qualify, must have at least one year of experience in contracting at the GS-07 grade level that provided exposure to the full scope of contracting and acquisition and a working knowledge in one or more of the following areas: (1) A knowledge of contracting authority and responsibility, (2) Contract principles and knowledge of the Federal Acquisition Regulation, (3) Contractor responsibility standards, (4) Regulatory compliance, (5) Knowledge of Federal supply schedule contracting, and (6) Knowledge of acquisition definitions and applicability. In addition to participating in education and training courses, individuals are expected to develop their required competencies through relevant on-the-job experience, which may include rotational assignments.

GS-1102-11 (Practitioner): Must meet mandatory positive education requirement. To qualify, candidate must have at least one year of contracting experience at the GS-09 level performing work in the following areas as applicable to the position being filled: (1) Pre-award of contracts related to development of a solicitation. Acquisition planning, requesting offers, and developing offers by evaluation of solicitation and finalizing offers, (2) Award of contracts that includes forming a contract, and (3) Post-Award actions to administer the contract. Competencies at the practitioner category emphasize functional specialization in contracting. Specialized experience may have been gained while providing business advice to customers and performing all pre-award/post-award functions, using a wide range of contracting methods and types to procure complex and/or diversified commodities, services and/or construction. Individuals in this category are expected to have and apply journeyman level acquisition-related skills.

CONTRACTING CERTIFICATION REQUIREMENTS: If selected, must obtain DAWIA Level 1 - Professional Certification within 36 months from date of appointment and understand that certification standards cannot be waived, and an individual cannot be certified through a waiver.

Applicants applying for National Guard positions and having FAC-C or other contracting certifications should include DAU transcript and any DAU-approved vendor certificates (if applicable) with application.

CREDITING EXPERIENCE:
Acquisition experience is tracked in terms of months, with one month equaling at least 20 workdays. ARNG Man-Day (M-Day) will not receive a full month of credit for a weekend drill. During drill weekends, Army National Guard military personnel will receive one day credit for each day of military drill. Applicant's Certificate(s) of Release or Discharge from Active Duty (DD-214) or military orders may be used to receive credit for full-time contracting experience if in an acquisition coded position. For ARNG applicants, HRO may use the Acquisition Career Record Brief (ACRB) to ascertain certification level.

CERTIFICATIONS:
Certifications Issued by Federal (non-DoD) Organizations - On 16 October 2023, The Principal Director, Defense Pricing and Contracting and the Office of Federal Procurement Policy signed a Memorandum of Understanding to recognize parity and reciprocity between the Defense Acquisition Workforce Improvement Act (DAWIA) and the Federal Acquisition Institute's Federal Acquisition Certification in Contracting (FAC-C) (Professional). Personnel with FAC-C should provide a copy of their certification when applying for positions.

If in possession of DAWIA or other types of certifications, include with your application.
