The Opportunity:
As a CACI-M&ES US USAREUR-AF G2 Theater Military Intelligence Support Services (TMISS) CI-HUMINT Analyst, you will support a Theater-level United States Army intelligence organization specializing in Counterintelligence (CI) missions. Operating within Allied Command Europe (ACE) of the North Atlantic Treaty Organization (NATO), the 650th MI Group offers CI assistance to Supreme Allied Headquarters Europe (SHAPE), its subordinate commands, activities, and the Supreme Allied Commander Europe (SACEUR). The unit functions as the provider of National CI support to the SACEUR and US personnel and organizations within ACE, while also serving as ACE CI Activity to deliver Combined CI support to ACE and other NATO-approved organizations.
You will embed at the 650th MI ACCI HQ at Supreme Headquarters Allied Powers Europe (SHAPE) in Mons, Belgium and may travel within both USEUCOM or USAFRICOM AOR or Area of Interest (AOI) to meet mission requirements in both CONUS and OCONUS locations.
Responsibilities:
• Assist in establishing and cultivating robust operational liaison relationships with Allied CI Services, encompassing Military and Civilian intelligence organizations from NATO member nations. This entails fostering enhanced collaboration between U.S. agencies and their NATO counterparts.
• Assist in providing CI force protection support for ACE deployments in both real-world scenarios and exercises.
• Assist in conducting combined CI investigations and operations in support of ACE and NATO objectives.
• Assist in performing U.S. and combined Technical Surveillance Countermeasures (TSCM) missions to safeguard key U.S. and ACE personnel, facilities, and operations.
• Assist in undertaking personnel security investigations for all U.S. personnel assigned to ACE.
• Assist in extending CI support for network and computer security within ACE's (C2Protect) framework.
• Assist in coordinating the exchange and reporting of CI-related information within ACE.
• Assist in managing the reporting of counterterrorism-related information.
• Conduct daily research and analysis of information pertinent to terrorism, subversion, sabotage, espionage, paramilitary/insurgency, organized crime, and threats to force protection and personnel and physical infrastructure security.
• Produce reports, written assessments, studies, and briefings in support of 650th MI GRP Operations Directorate, updates CI database, and maintain a 650th MI AOR FIS Combined Intelligence Picture (CIP).
• Perform technical and analytical reviews of 650th MI-controlled CI reporting.
• Ensure the FIS portion of the 650th MI GRP Operations Directorate Collection Plan is updated through identifying gaps in FIS reporting and routed for authorization prior to publication.
• Provide analytical support to CI investigations, collections, and operations.
• Performs quality control of CI reports before release.
• Be or become a subject matter expert on CI/HUMINT related threats in the European AOR.
• Demonstrate a thorough understanding of CI activities, to include CI investigations, collection, research, analysis, and production.
• Monitor and provide expertise with regard to specific countries within 650th MI Group's Area of Responsibility/Area of Interest (AOR/AOI) and a knowledge of NATO terms, operations, and doctrine.
• Research, analyze, and produce near-and long-term assessments on political, military, economic, social, criminal, terrorism / counterterrorism, or multi-discipline counter-intelligence issues in response to SACEUR's and Commander 650th MI priority intelligence requirements.
• Demonstrated experience with unclassified and classified US and NATO Information systems networks (NIPR, SIPR, JWICS, and NATO BICES).
• Demonstrated experience with IC federated intelligence tools to include: SIGINT analysis tools, GEOINT product repositories, HUMINT Reporting tools, IC collaboration tools, and mastery of the Microsoft Office Suite.
• Be able to undertake government provided CI Case Management system training and properly utilize CI Case Management System and other operational tracking databases.
• Be able to undertake OSINT Training and utilize Government provided Managed Attribution tool to conduct OSINT research.
• Counterintelligence/Human Intelligence Analysts must be able to communicate effectively orally and in writing.
• Accurately prepare finished written and oral assessments developed from all source counterintelligence information for senior US and NATO decision makers.
• Prepare specialized analytical products including technical reports, briefings, and running estimates requiring minimal editing and revision.
• As tasked through Project Officer, Technical Lead or site lead, shares information with intelligence, counterintelligence, and law enforcement activities including coalition, allied, host nation, and national agencies.
• Evaluate reporting used for intelligence products in a timely manner.
• Have procedures in place to travel TDY for official business.
• Must have an understanding of the intelligence cycle, processes, and IC organizational architecture, to include planning, collection, research, analysis, and production.
Qualifications:
Required: This position is contingent upon SOFA approval or commensurate work-Visa requirements at the primary place of duty. Employee must be willing to work shifts, overtime, and/or deploy to austere or hostile fire zones as required.
A master's degree with a minimum of three (3) years of specialized experience in CI analysis; OR bachelor's degree in a related field and six (6) years of intelligence experience to include at least three specialized in CI analysis; OR 10 years of CI/CT experience with 3 years as a CI/CT analyst at a Threat or National intelligence organization.
• Must be able to work as a member of a team.
• Minimum Security Clearance - TS/SCI, eligible for Special Access Program (SAP) clearance.
