Job Description

Duties

  • Administers all CES information systems.
  • Manages life cycle of computer systems and software for CES.
  • Manages the CES information systems security program.
  • Information Assurance Manager (IAM) for installation Industrial Control System (ICS).

    • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
    • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
    • Must be able to obtain and maintain a Secret Security Clearance.
    • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
    • May occasionally be required to work other than normal duty hours and/or shift work which may include overtime and/or irregular hours.
    • Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
    • Information Assurance (IA) work is a paramount duty requirement. Must achieve the appropriate IA certification within six months of assignment. A waiver of this six-month requirement may be granted.
    Qualifications

    In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Clerical and Administrative Support Positions.

    GS-07
    SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems, which includes: Applying basic principles of computer equipment, internal computer processes, and magnetic media; as well as applying basic principles, concepts, and practices of the occupation sufficient to perform entry-level
    assignments.

    GS-08
    SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems, which includes: Using and maintaining computer equipment and software; applying basic principles, concepts, and practices related to computer hardware and software support to perform moderately difficult assignments; and effectively communicate information clearly, orally and in writing; gather and analyze basic facts and draw conclusions.

    GS-09
    SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems, which includes: Applying a wide range of reoccurring computer techniques and established methods to operate, install, maintain, and troubleshoot computer hardware and software; managing user system accounts and permissions; as well as diagnosing and resolving problems with telecommunications/network systems.

    FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-08 level. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

    Developmental KSAs (GS-07/08)
    1. Knowledge of basic principles of the computer and network standards, policies and techniques.
    2. Skill in communicating factual and procedural information clearly, orally and in writing.
    3. Ability to learn basic techniques of troubleshooting, adjusting, modifying and improving systems to solve conventional problems.
    4. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions.
    5. Ability to plan and organize work and consult effectively with co-workers.

    Full Performance (GS-09)
    1. Knowledge of computer and network standards, policies, and techniques.
    2. Knowledge of servers and commercial off-the-shelf/government off-the-shelf software to identify corrective or preventative actions to ensure optimum performance.
    3. Knowledge of facility environment and infrastructure to support computer systems.
    4. Skills in troubleshooting, recovering, adjusting, modifying, and improving systems to solve conventional problems
    and provide support that minimizes interruptions in service to customers.
    5. Ability to use and maintain a computer system, equipment, and software; analyze computer network, software, and hardware problems and develop effective and economical solutions; and train users on new computer systems.
    6. Ability to communicate factual and procedural information clearly, both orally and in writing.

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Additional information

    This position can be filled as developmental at the GS-07 or GS-08 with known promotion potential to the full performance GS-09, or at the full performance GS-09.
