In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 1670.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes working as a skilled mechanic or maintenance worker, sales or service engineer, or planner or estimator in a technical group dealing with manufacture, utilization, repair, or operation of equipment. Reviewing and applying technical specifications and requirements. Analyzing equipment and forecasting spare parts requirements. Reading and interpreting engineering change orders, equipment requisitions, shop orders, and work orders. Analyzing contract specifications and examining pertinent equipment to determine if specifications are met. Analyzing or supervising maintenance, repair, or production operations to determine methods of improvement. Extensive knowledge in the operating principle of rotary wing/fixed wing and turboprop aircraft and engine systems for troubleshooting, problem solving, and improvement recommendations. Keeps supervisor informed of progress and potentially controversial matters. Completed work is reviewed from an overall standpoint in terms of feasibility, compatibility with other work. or effectiveness in meeting requirements or expected results. Specialist uses a wide range of technical manuals, technical orders, manufacturers handbooks, technical material such as engineering drawings and data, manuals, textbooks, technical publications/bulletins and professional reference books, commercial manuals, and supply databases. Receives, studies, analyzes, and interprets data of a technical nature on any of the assigned systems, and participates in developing recommendations for system modifications with complete justification thereof.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas.Knowledge of a wide range of maintenance concepts, principles, and practices of specific systems/equipment and skill in applying this knowledge to difficult and complex assignments. Skill in identifying and analyzing complex technical problems and developing innovative solutions. Skill in providing technical advice in terms of oral and written briefings, reports, and recommendations to senior leadership and maintenance technician. Skill in developing interpersonal relationships, maintaining good working relationships, and working cooperatively as a member of a team. Skill in analyzing and interpreting engineering drawings, technical manuals, and technical data. Ability to plan, organize, and reprioritize work to meet changing deadlines without direction. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). - Vibration Technical Expert Advisor: Serves as a vibration technical expert advisor to senior leaders and maintenance technicians in the maintenance, operation and training related to the complex and sophisticated systems of the assigned aircraft and related vibration diagnosis equipment.
- Prepares formal and informal training to include over-the-shoulder, classroom, demonstration, one-on-one, and spontaneous training.
- Assigned Unit Technical Expert Advisor: Provides expert technical advice to senior leaders and maintenance technicians in the maintenance, operation, and training related to complex and sophisticated systems and equipment on assigned aircraft.
- Assigned Unit Technical Assistance: Provides technical assistance to assigned unit in resolving complex system/equipment problems.
- Participates in Functional Check Flights (FCF' s)/Operational Check Flights (OCF's).
