Specialized Experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes: 1) Preparing cost estimates associated with training friendly foreign countries and/or allied nations; 2) Allocating training resources for foreign nationals; AND 3) Formulating plans that identify specific training. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

- Analyze and prepare cost estimates associated with the conduct of training.
- Direct the development, management, execution and support of comprehensive worldwide U.S. Army Security Assistance Training Programs.
- Track project transactions within each phased and scheduled plan of activities to meet projected completion dates.
- Identify and coordinates each administrative support element, e.g., TDY Orders, passports, housing facilities, transportation needs, etc. to accommodate training.
- Attend meetings, briefings, working sessions, in-progress reviews (IPRs) and other sessions of an informal or formal nature.

- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- This position requires that the incumbent be able to travel to foreign countries and follow any corresponding laws, agreements or other official restrictions or conditions associated with government travel.
- Incumbent must be able to obtain, possess and maintain a current United States official and tourist passport.
- This position requires that the incumbent obtain, possess, and maintain a valid state motor vehicle operator's license along, with an international vehicle operator's license.

- Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) five (5) years by a current permanent Army employee. Time-limited promotions may be extended up to maximum of five (5) years. Time-limited reassignments and changes to lower grade may exceed five (5) years, however return rights may be impacted.
- Return rights to permanent position are not automatic and are subject to approval from the losing organization.
