Job Description

Duties

  • Maintain a high awareness of financial policies and operating procedures as well as the information systems employed to execute financial operations.
  • Provide technical guidance to both internal and external directorates, components, and Resource Advisors.
  • Develop detailed financial operational guidance to solve unusual problems encountered in the financial operations directorate.
  • Interpret regulations and directives and uses this information to establish, prepare, and disseminate policy and guidance to management and/or customers.
  • Advise management regarding potential issues, problems, trends, unfavorable variance, and deviations from normal financial information such as: accounting and travel.
  • Receive and analyze reports such as Unliquidated Obligations (ULOs), negative unliquidated obligations NULOs), unmatched disbursements (UMDs), suspense lines, abnormal balances, and DARQ reconciliation.
  • Develop training materials; provides guidance and training to all managers at all levels of the organizations.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • The incumbent must be able to obtain and maintain a TOP SECRET clearance as a condition of employment and must complete a counterintelligence scope polygraph exam.
  • This is a Drug Testing Designated Position. This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. The incumbent is required to sign a DA Form 5019-R.

This position is in the Professional category at the Full Performance level within the CES Occupational Structure.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe one year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled.

Specialized experience would be demonstrated by analyzing financial data from various Enterprise Resource Planning (ERP) systems such as Defense Agencies Initiative; analyzing proprietary and budgetary transactions, accounts, and reports; identifying and resolving complex financial issues and providing technical and functional advice on financial system functions, accessing financial records, and operational information.
