Site Security Manager — SCIF/SAPF Construction

About the Role
GoldenTech is seeking an experienced Site Security Manager to support classified facility construction and accreditation efforts for a DoD/IC customer. This is a hands-on leadership role responsible for all aspects of SCIF/SAPF construction security — from initial planning through accreditation — in full compliance with ICD/ICS 705 and applicable DoD directives.
Key Responsibilities
Develop and manage Construction Security Plans (CSP) in accordance with DoDM 5105.21 and DoDM 5205.07
Serve as the primary liaison to Accrediting Officials (AOs) and Program Security Officers (PSOs) to foster strong working relationships and ensure alignment on security requirements
Manage all aspects of SCIF/SAPF buildouts per ICD/ICS 705, including Pre-Inspection Checklists and TEMPEST checklists
Lead and participate in all meetings related to special program construction projects, driving integrated security concepts from inception through completion
Conduct design reviews at each phase of the project lifecycle and perform ongoing risk assessments
Develop and maintain Standard Operating Procedures (SOPs) and Emergency Action Plans (EAPs) to support facility accreditation
Ensure full compliance with ICD/ICS 705 requirements and advise leadership on any compliance variances or deviations
Document and manage all security violations, waivers, and deviations throughout the construction process
Oversee and manage a team of Construction Surveillance Technicians (CSTs) and Construction Access Guards (CAGs) to maintain a secure worksite
Advise command on SAP and SCI requirements as they relate to facility construction and operations
Apply knowledge of DoD policy, IC directives, and administrative regulations to develop innovative construction security strategies that meet program goals and objectives
Required Qualifications
Active TS/SCI clearance (ability to obtain Polygraph preferred)
[X]+ years of experience in physical security, SCIF construction, or special program security
In-depth knowledge of ICD/ICS 705, DoDM 5105.21, and DoDM 5205.07
Experience managing CSTs, CAGs, or similar construction security teams
Familiarity with SAP/SCI security requirements and accreditation processes
Preferred Qualifications
DoD SPeD Certification (SFPC, SAPPC, or equivalent)
Certified SCIF Inspector (CSI) or similar credential
Prior experience interfacing directly with AOs and PSOs on construction accreditations
