Job Description

Position: Contractor Program Security Officer (CPSO)
Requisition No. 2026-003

HLM Associates is currently seeking a National Industrial Security Program (NISP) Contractor Program Security Officer (CPSO) – Mid-Level. This is an immediate hire, full-time position with benefits, competitive salary based on qualifications, and bonus eligible.

The selected candidate will perform Mid-Level CPSO support to HLMA clients operating under NRO-sponsored SCI programs within accredited SCIF environments. This role requires onsite day-to-day support of SCI program and physical security operations.

The individual will interface with Government Program Security Officers (GPSOs) and CORs/COTRs under senior oversight to support both current and new SCI programs while ensuring compliance with:

NRO security policies and manuals
Intelligence Community Standards (ICS)
Intelligence Community Directives (ICDs)
NISPOM (32 CFR Part 117)
IC/DoDM security policies and manuals
HLMA is seeking a security professional familiar with NRO applications and procedures who is interested in expanding into broader program ownership, capable of working independently, willing to seek guidance when needed, and interested in both mentoring and being mentored.

Minimum Qualifications

Must currently be eligible for Top Secret / SCI access.
Must be proactive in providing security solutions and guidance.
Minimum 3–7 years of applicable CPSO experience supporting the Intelligence Community (IC).
CPSO Support Functions for NRO SCI Programs

Support CPSO functions for NRO SCI programs within a client SCIF environment involving ownership of daily security tasks and troubleshooting evolving security requirements.
Manage SCI access processing, indoctrinations, re-briefings, and debriefings.
Validate personnel clearance eligibility and investigative requirements prior to nomination.
Maintain SCI access rosters and program tracking tools.
Create, prepare, and coordinate DD Form 254s, including subcontractor flow-down requirements.
Understand and implement classified material control procedures including:
Safeguarding
Transmission
Reproduction
Destruction requirements
Prepare for and support NRO annual inspections and ICD 705 compliance reviews.
Maintain working knowledge of ICD 705 Tech Specs and ODNI NOTIP requirements.
Provide program security input to leadership regarding future efforts and changes to program or physical security scope.
Maintain knowledge and experience utilizing NRO applications and procedures.
SCIF Management and Daily Oversight

Own and manage administration of the SCIF security program in accordance with NRO security policies and directives.
Maintain and update required SCIF documentation including:
SF 701/702 forms
Visitor logs
Inspection records
Assist with annual self-inspections and corrective action tracking in accordance with the NRO Security and Counterintelligence Manual (NSCM) and DNI standards/directives.
Complete semi-annual IDS inspections to maintain ICD 705 and UL 2050 compliance.
Maintain working knowledge of Access Control Systems (ACS) and badge/access management software supporting client facilities and SCIFs.
Conduct SCIF training including:
IDS Open/Close procedures
End-of-Day inspections
Escorting uncleared personnel
Cleared visitor procedures
Operational Security (OPSEC) training
Support cleared escort duties and SCIF maintenance scheduling as required.
Additional Requirements

Bachelor’s degree or equivalent applicable experience.
Working knowledge of:
Federal laws
Presidential Directives
Executive Orders
Intelligence Community Directives (ICDs)
32 CFR Part 117 / NISPOM Rule
Effective interpersonal skills with the ability to work across multiple organizations and grade levels.
Ability to take direction, function independently, and work within team environments.
Excellent oral and written communication skills.
Maintain a clean, neat, and professional appearance.
No physical or medical limitations related to assigned duties.
Reliable transportation for client facilities throughout the National Capital Region (NCR).
Reliable, professional, and capable of delivering quality results with limited supervision.
Ability to detect, assess, and resolve security-related matters efficiently and timely.
Additional Preferred Qualifications

CUA / JUA Support

General understanding of Contractor Use Agreements (CUA) and Joint Use Agreements (JUA).
Assist with drafting and submitting CUA/JUA documentation.
Maintain tracking of CUA/JUA approvals and renewals.
Certifications & Training

NCMS ISP® Certification preferred.
Completion of CDSE/STEPP training courses prior to start, including:
FSO Program Management for Possessing Facilities
Establishing an Insider Threat Program
Insider Threat Awareness
Personally Identifiable Information (PII) Training
Cyber Awareness Training
NISS External User Training
