The primary purpose of the GS-11 position is: To serve as ARPC's senior technical advisor on military Guard and Reserve service dates and pay computations and life-cycle management programs. Plans, directs, organizes, manages and exercises supervisory controls over subordinate employees assigned to the Reserve Service Programs Management Branch.

DUTIES
  • Provides senior technical and expert advice and guidance on Air Force Reserves and Guard (ARG) Reserve Service Management (RSM) programs and systems.
  • Plans, organizes, and directs the activities of the Reserve Service Programs Branch ensuring that the various life-cycle service dates and record authenticity comply with legal and regulatory requirements and meets customer needs.
  • Exercises supervisory personnel management responsibilities.
  • Represents the Reserve Service Programs Branch with a variety of installation and functional area organizations.
  • Responds to Air Force, DoD, Congressional and other high level inquiries
  • Responsible for researching, analyzing, evaluating and determining appropriate status and proper assignment within IRR/Standby reserve.

    Qualifications

    In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0201 Series.

    SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of Guard and Reserve Services Program Management support and personnel programs, computers/automated data processing techniques, requirements, methods, sources, procedures, system software/hardware and systems development life cycles, analytical and diagnostic methods, programming, and systems analysis; Knowledge of and skill in applying, practices and procedures involving HR concepts, principles, and practices of Guard and Reserve military personnel program and/or significant depth of knowledge and expertise in one or more specific programs to carry out routine to difficult work assignments.     EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. Note: You MUST submit a copy of your official transcripts.

    COMBINATION OF EXPERIENCE AND EDUCATION: Applicants must have one year of progressively higher-level graduate education but have not obtained a master's or equivalent graduate degree. Therefore, a combination of experience and education. Note: You MUST submit a copy of your official transcripts.

    FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

Examples of specialized experience includes knowledge of a wide range of Guard and Reserve Services Program Management support and personnel programs/computer/automated data processing techniques, requirements, methods, sources, procedures, system software/hardware and systems development life cycles, analytical and diagnostic methods, programming, and systems analysis. Knowledge of the Guard and Reserve's major programs, mission, and functions of the organization. Knowledge and skill in applying analytical and evaluative methods and techniques to improve organizational efficiency/productivity; develops new or modified work methods, processes or procedures.     EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related: Note you MUST submit a copy of your official transcripts.

    COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your official transcripts

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of procedures for extensive body of Regular, Reserve and Guard military laws, HR rules, procedures, policies and operations concerning sufficient IRR/Standby management requirements, including promotions, separations, retirements, and accessions.
  • Knowledge of safety and security regulations, practices, and procedures.
  • Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
  • Ability to communicate effectively, both orally and in writing.
  • Knowledge of general military HR system of record and office administrative and clerical procedures to include automated systems in the office automation hardware, software and peripherals.
  • Ability to select the law, regulation, procedure or precedent that applies to specific cases.
  • Ability to work under pressure of deadlines and short suspenses.
  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience.
