Traffic Management Specialist

Duties

• Serve as the senior liaison to a wide range of organizations supporting customer transportation requirements.
• Develop long-range program plans by establishing goals, objectives, and milestones for the traffic management program.
• Guide a team of transportation specialists in developing and maintaining project and program plans.
• Provide strategic oversight for freight movements by leading rail technical advisors.
• Monitor the daily movement of commercial and military railcars in support of Department of Defense cargo.
• Communicate the organization's strategic plan to team members for integration into their work.
• Serve as a Contracting Officer Representative (COR) for contracts covering Rail Management Support.
• Oversee contractor operations by monitoring performance to ensure compliance with all contractual terms.
• Advise rail carriers and contractors on obtaining operating authority and resolving performance issues.

• This position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
• This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.
• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

Specialized Experience: One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes: 1) Overseeing and/or supporting rail management support operations by monitoring contractor performance and ensuring compliance with all contractual terms; 2) Formulating policies and procedures to ensure the efficient and cost-effective accomplishment of transportation missions; 3) Providing strategic oversight and technical guidance for freight movements through resource mobilization and program management; and 4) Serving as a functional point of contact for customer engagement by representing the organization in working groups with transportation industries.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
