Duties

DUTY 1: Plans, organizes, and manages the activities of DAF Cw-San Antonio, ensuring infrastructure security and data protection meet NIST, DoD and IC standards.
DUTY 2: Exercises local personnel management responsibilities.
DUTY 3: Represents DAF CLOUDworks and establishes, develops, and maintains effective working relationships with wings, MAJCOMs, Air Staff, HQ CCC, Combatant Command, IC and DoD IT programs.
DUTY 4: Meets warfighter needs and exceeds customer expectations.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the quality experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, 2210 (Alternative A).

BASIC REQUIREMENTS:

Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a broad range of Cloud Computing Environment principles, methods, advancements, policies, systems concepts and analysis, design, development, testing and applications. Knowledge of methods and practices involved in the integration of different Cloud Service Providers. Knowledge of customers' business processes and operations to anticipate and refine functional requirements. Knowledge of acquisition requirements to serve as a technical representative on IT and Cloud contracts. Knowledge of concepts, principles, practices, laws, and regulations of financing; and the financial and
budgetary relationships between subordinate and most senior levels of financial management and budgeting within the command entity and between external organizations. Knowledge of agile project management frameworks to adequately organize, plan, and implement based on changes in requirements and/or circumstance.
Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge in AF Enterprise Information Technology needs and existing "state of the industry" practices in cloud computing and DevSecOps; and knowledge of policy and guidance applicable to IC IT Enterprise.
2. Knowledge in IC IT enterprise existing "state of the industry" practices in cloud computing and DevSecOps; and ability to lead efforts to successfully implement continuously improving work plans based on agile methodologies for cloud, network, and IT projects. Knowledge of safety and security regulations, practices, and procedures and the ability to plan, organize, and direct the functions and staff; ability to supervise contractor personnel in geographically separate locations.
3. Knowledge of cloud computing principles, concepts, practices, products, and services (including software, hardware, networking, storage, databases), service models Software as a Service (SaaS), Infrastructure as a Service (IaaS), and Platform as a Service (PaaS), deployment models in private, public, and hybrid environment and the difference between on-premises and off-premises environments.
4. Knowledge of Risk Management Framework (RMF) requirements; and Ability to apply cybersecurity strategy to cloud computing service and deployment models, identifying proper architecture for different operating environments.
5. Act as a primary stakeholder in the underlying information technology (IT) operational processes and functions that support the service, provide direction, and monitor all significant activities so the service is delivered successfully; and ability to translate user requirements into technical solutions.
6. Ability to communicate effectively through written, oral, remote or hybrid means. Ability to tailor message and delivery for variable audience

CONDITIONS OF EMPLOYMENT CONTD:
  • Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
  • Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

PRIMARY PURPOSE CONTD:
This position reports to the Director of DAF Cw, located at Air Force Research Lab-Rome, NY and aligns to the vision of Headquarters Air Force ISR and Cyber Effects (HAF A2/6OI). The incumbent is to provide local leadership to the team of military, civilian, contractor cyber workforce in the DAF CLOUDworks (Cw) - San Antonio office. DAF CW-San Antonio is charged with providing cutting edge commercial cloud technologies to AF Intelligence Community (IC), technical working knowledge of cloud-based technologies and related security is key. The incumbent provides senior expert advice in planning, directing, organizing, and exercising control over junior employees assigned to DAF CW-San Antonio, in partnership with DAF CW. The principal goals of this incumbent are providing a conduit to IC cloud contract administration and customer compliance for the AF IC, market services available, take continuous feedback then iterate to drive the organizational improvement in speed and scale; propose insights and recommendations towards creating mission value; keep up to date with the latest technologies, trends, regulations, frameworks and standards in the field of cloud, data, DevSecOps and analytics.
