Company: Top firm to the State Dept
Position: Financial Manager/Analyst
Location: 1 day per week onsite in DC
Clearance: Must have an active Secret
Maintains financial ledger and provides financial analysis of transactional data captured. Develops and maintains the organization's work breakdown structure (WBS), aligning project budgetary information with projects and initiatives included in the organization's IT portfolio. Develops and maintains a time phased budget baseline. Develops and maintains the organization's Operating Plan and Phasing Plan. Coordinates with stakeholders on quarterly fund review requirements. Prepares data analysis and reports as required. Maintains knowledge of federal, Department, and Bureau financial and budgetary management guidance. Evaluates the organization's current Budget and Finance Process to provide recommendations for improvement. Aligns procurements to available funds to ensure the organization does not enter financial commitments that they cannot fulfill. Performs analysis of contract financial performance.
• Required
•
o Minimum 10 years financial management and accounting experience
o Experience managing financial budgets in excess of $300M
o Experience with Federal Financial Management include budget formulation, execution, and federal procurement regulations
o Experience performing financial analysis of Government contracts including burn rate analysis and forecasting.
o Experience interacting with and briefing with GS-15 and above government FTEs
o Excellent communications skills including written, spoken, and presentation
o Experience with the Federal Acquisition Regulations (FAR)
o Experience building a WBS, Budget Operating, and Phasing Plans
o Master Microsoft Excel Skills
o Minimum Active Secret Clearance
