Job Title: Watch Officer

Regional Defense Operations Center (RDOC) Marine Corps Installations-West, MCB Camp Pendleton

Position Overview

The Watch Officer serves as the primary operational operator within the Regional Defense Operations Center (RDOC), responsible for maintaining continuous situational awareness, processing operational information, and executing real-time command and control (C2) support for Marine Corps Installations-West. This role ensures seamless flow of critical information and supports operational decision-making during routine, emergency, and crisis conditions.

The Watch Officer conducts monitoring, reporting, analysis, and coordination activities that enable the region to respond to all-hazards/all-threats events. Responsibilities include generating daily reports, preparing requests for support, executing mass notifications, reviewing and disseminating AMHS message traffic, providing access control, and notifying the Chain of Command of all CCIR/SIR events. The Watch Officer maintains readiness for COOP execution and emergent displacement operations.

Required Qualifications
  • U.S. Citizen; eligible for TS/SCI clearance.
  • Bachelor's/graduate degree in a relevant field OR any degree with 5 years of EOC/TOC/JOC/RECC experience.
  • Required FEMA training:
    • ICS-100
    • ICS-300
    • ICS-700
    • ICS-800
  • Experience with:
    • Real-time situational monitoring and reporting
    • C3/C4I systems operation
    • AMHS message processing
    • Operational brief development and delivery
    • Crisis notification procedures (CCIR/SIR)
  • Proficiency in Microsoft Office, EMNS/ALERT!, SIPR/NIPR, SVTC, GIS/ArcGIS, MSS, COP platforms, and WINTAK.
  • Strong communication skills and the ability to operate effectively under stress while maintaining accuracy and attention to detail.

Preferred Qualifications
  • Experience in military or federal emergency operations centers.
  • Prior service in watch operations, command centers, or emergency management.
