Job Title: Operations Officer
Regional Defense Operations Center (RDOC) Marine Corps Installations-West, MCB Camp Pendleton
Position Overview
The Operations Officer serves as the senior operational integrator within the Regional Defense Operations Center (RDOC) supporting Marine Corps Installations-West. This position provides expert oversight, direction, and coordination of command and control (C2), situational awareness, information management, and operational reporting across a multi-installation regional enterprise. The Operations Officer ensures continuity of operations, effective integration of operational information, and adherence to all Installation Protection requirements.
The Operations Officer directly supports the AC/S G-3/5 Current Operations Branch and leads the execution of RDOC activation, mass notifications, crisis response activities, and Continuity of Operations (COOP) transitions. The role integrates information from diverse Marine Corps, interagency, and regional stakeholders into decision-quality products for senior leadership and serves as a key contributor to operational planning, policy development, and regional coordination efforts.

Required Qualifications
- U.S. Citizen; eligible for TS/SCI clearance.
- Bachelor's or graduate degree in Emergency Management, Homeland Security, Public Administration, or related technical field OR a bachelor's degree in any field plus 5 years of documented experience in an EOC, TOC, JOC, or RECC environment.
- Completion of the following FEMA training:
- ICS-100
- ICS-300
- ICS-700
- ICS-800
- Demonstrated experience supporting regional operations management, including:
- Real-time situational awareness and operational monitoring
- Information and knowledge management in a C3/C4I environment
- Development of briefings, summaries, CCIRs/SIRs, and operational reports
- Coordination with multi-agency partners, including emergency management, security, and fire/emergency services functions
- Proficiency with:
- Microsoft Office Suite
- Emergency Mass Notification Systems (EMNS/ALERT!)
- SIPR/NIPR systems
- Secure VTC platforms
- GIS/ArcGIS, COP tools, MSS, WINTAK, and other operational systems
- Strong analytical, writing, and briefing skills with the ability to present operationally complex information clearly.
- Ability to multitask under pressure, meet deadlines, and maintain superior judgment in fast-moving operational environments.
Preferred Qualifications
- Experience supporting Marine Corps, DoD, or Joint operational centers.
- Prior military, federal, or regional emergency management experience.
- Experience producing executive-level reporting and operational plans.
- Familiarity with Installation Protection, CBRNE, antiterrorism, physical security, and emergency operations functions.
