Job Title: Emergency Management Specialist
Regional Defense Operations Center (RDOC) Marine Corps Installations-West, MCB Camp Pendleton
Position Overview
The Emergency Management Specialist supports all-hazards planning, preparedness, response, mitigation, and recovery functions within the Regional Defense Operations Center (RDOC). This position integrates emergency management doctrine with RDOC operations, contributing to information management, situational awareness, operational coordination, and multi-agency response activities across Marine Corps Installations-West.
The specialist assists with operational planning, the drafting of orders and directives, and the coordination of Requests for Support (RFS). The role provides surge support during increased activation levels, works closely with AT, EM, F&ES, Physical Security, CBRNE, and Law Enforcement, and contributes to EXSUMs, daily reporting, and COP maintenance. The Emergency Management Specialist ensures readiness to execute COOP relocation and emergency displacement operations.

Required Qualifications
- U.S. Citizen; eligible for TS/SCI clearance.
- Bachelor's or graduate degree in Emergency Management, Homeland Security, Public Administration, or a technical field OR a degree in any field with 5 years of documented EOC/TOC/JOC/RECC experience.

- ICS-300

- ICS-800
- Knowledge of:
- Microsoft Office Suite
- EMNS/ALERT!
- SIPR/NIPR
- SVTC
- GIS/ArcGIS, WINTAK, MSS, COP platforms
- Interoperability, scalability, real-time synchronization principles
- Strong analytical, writing, and briefing skills; ability to develop technical reports and training.
- Ability to organize and prioritize tasks under pressure and collaborate effectively in multi-disciplinary teams.
Preferred Qualifications
- Experience supporting emergency management functions in DoD or federal environments.
- Prior military or civilian service in EM, CBRNE, AT/FP, or crisis management roles.
- Experience preparing operational briefs, EXSUMs, or emergency response documentation.
