Senior Acquisition Process Improvement Lead (Master Black Belt)
IC-CAP is seeking a highly experienced Master Black Belt (MBB) certified professional to lead acquisition process improvement, Lean/Six Sigma initiatives, and continuous improvement efforts in direct support of the Office of the Assistant Secretary of the Air Force for Acquisition, Technology and Logistics (SAF/AQ).
This position directly supports PWS Section 2.2 (Strategic and Acquisition Planning) and related tasks, including facilitation of Rapid Improvement Events (RIEs), maintenance and optimization of the Department of the Air Force Modernized Process Model (MPM), Business Process Reengineering (BPR), and governance alignment with the Business Capability Acquisition Cycle (BCAC) and National Defense Authorization Act (NDAA) requirements.
The ideal candidate will serve as the team's senior expert in applying structured problem-solving methodologies to streamline Air Force acquisition processes, reduce cycle times, eliminate waste, and improve decision-making speed across the acquisition enterprise.

Key Responsibilities:
- Lead and facilitate Rapid Improvement Events (RIEs) and Kaizen events aligned with PWS requirements (target: 5-15 RIEs annually).
- Maintain, update, and optimize the Department of the Air Force Modernized Process Model (MPM), ensuring it remains current with evolving Air Force and DoD acquisition policy, guidance, and best practices.
- Apply Master Black Belt-level Lean/Six Sigma methodologies to analyze, reengineer, and improve complex acquisition workflows, reporting structures, and decision gates.
- Support Business Process Reengineering (BPR) and governance development in alignment with the Business Capability Acquisition Cycle (BCAC) and NDAA requirements.
- Develop and deliver training on continuous improvement tools, process mapping, and performance metrics to government and contractor personnel.
- Translate complex acquisition policy changes into actionable process updates and visual models.
- Provide strategic advisory support to SAF/AQ leadership on process efficiency, risk reduction, and capability delivery acceleration.
- Collaborate with cross-functional teams (IT, AI, Industrial Base, Program Management) to ensure process improvements are integrated across the acquisition enterprise.
- Prepare and present findings, A3 reports, implementation plans, and performance metrics to senior government stakeholders.
Education and Experience
Required:
- Minimum 15 years of direct, hands-on experience supporting Air Force acquisition enterprises, preferably at the headquarters level (SAF/AQ, PEO, or equivalent).
- Demonstrated experience facilitating Rapid Improvement Events (RIEs) and applying Lean/Six Sigma tools in DoD or Air Force acquisition environments.
- Strong working knowledge of the Department of the Air Force acquisition policies, instructions, BCAC, and the Modernized Process Model (MPM) or similar enterprise process models.
- Proven ability to develop and maintain complex visual process models using tools such as Sparx Enterprise Architect, Cameo, or Microsoft Visio.
- Excellent facilitation, communication, and stakeholder engagement skills with experience briefing senior leaders (O-6 / SES level).
Desired:
- Prior experience supporting SAF/AQ or a Headquarters Air Force acquisition organization.
- Experience with DAF MPM maintenance or similar government-owned process modeling efforts.
- Familiarity with Agile acquisition, digital transformation initiatives, and integration of emerging technologies (AI/ML) into acquisition workflows.
- Experience developing and delivering Green Belt / Black Belt training curricula.
- Master's degree in a relevant field (e.g., Acquisition Management, Systems Engineering, Business Administration, or Operations Research).
Training and Certifications:
- Current Master Black Belt (MBB) certification from a recognized Lean/Six Sigma program (e.g., ASQ, IASSC, or equivalent).
Security Clearance:
Active Secret clearance (Top-Secret preferred)
