Job Description

Duties

  • Exercises supervisory personnel management responsibilities at least 25% of the time.
  • Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work.
  • Serves as the installation Education and Training Section Chief. Program responsibility involves oversight of education and training programs and services.
  • Oversees professional educational and vocational guidance and testing services.
  • Administers the Education and Training Section's annual operating budget.
  • Advises staff regarding policies, procedures, and directives of higher level management or headquarters.

Qualifications

Experience requirements are described in the Office Of Personnel Management (OPM). Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience as a Supervisory Education Services Specialist delivering expert experience in education theories, principles, procedures, and practices of secondary, adult, and continuing education as well as an understanding of guidance counseling methods/techniques to develop an accredited program.

IDEAL CANDIDATE:
Two (2) years of higher education academic advising and university partnership management experience desired.
Two (2) years of experience administering Department of Defense (DoD) voluntary education (VoIED)
programs desired.
Two (2) years of experience managing multi-appropriation training budgets and educational service contracts desired.

KNOWLEDGE, SKILLS AND ABILITIES (KSA's):
1. Professional knowledge of education theories, principles, procedures, and practices of secondary, adult, and continuing education as well as an understanding of guidance counseling methods/techniques to develop an accredited program.
2. Knowledge of civilian/military programs, objectives, policies, procedures, and/or requirements in parallel business and industry organizations to administer comprehensive training programs/services.
3. Knowledge of budget regulations and procedures to administer civilian training funds and forecast and oversee resource requirements for facilities, office/classroom space, equipment, and supplies including service contracts.
4. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.
5. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
6. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid an unpaid experience including volunteer work done through National Service Programs (i.e. Peace Corps, AmeriCorps) and other organizations (e.g. professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Basic Requirements:
Degree: that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below. At least one course must have been from (1) or (2) below. For guidance counselor positions, a college or university-sponsored practicum in counseling is also required as shown

1. Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests.
2. Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities.
3. Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs.
4. Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs.
5. Teaching methods: Study of teaching strategies and learning styles of the adult learner.
6. Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation.
7. Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems.
8. Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources.
