Job Description

Duties

  • Exercise supervisory personnel management responsibilities at least 25% if the time.
  • Prepares APF and NAF budgets, which include the expenditures required to conduct assigned programs.
  • Determines adequacy of facilities, identifies additional needs and recommends facility construction/alterations and renovation projects and monitors repair and maintenance of existing facilities and equipment
  • Develops, implements, monitors, and documents a comprehensive training program to ensure all staff members possess the necessary skills and knowledge for their position.
  • Develops flight vision and strategic plan IAW guidance from HHQ.
  • Manages and modifies contract to include reviewing contract pending contract changes, using daily inspections, inputs from contractors and military management to identify additional needs/shortfalls, gathers findings from inspections and inputs from contractors and military management to justify changes to the contract, receives approved contract mods from the contracting office and briefing contractor/management of changes.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one 1year (52 weeks) of specialized experience at the next lower broadband (NH-02), equivalent to the next to lower grade (GS-11), or equivalent in other pay systems. Specialized experience is experience as a Supervisory Sustainment Services Specialist delivering expert supervisory personnel management responsibilities by identifying training requirements and implementing training programs for personnel; plan work to be accomplished by subordinates; prepares APF and NAF budgets; determines adequacy of facilities, identifies additional needs and recommends facility construction/alterations and renovations; coordinates with and assists engineers on requirements related to construction or renovation of new indoor and outdoor fitness and athletic facilities; manage and modifies contract to include reviewing contract and pending contract changes.

ADDITIONAL QUALIFICATIONS/Requirements:
1. Two (2) years of fitness and athletic facility operations experience desired.
2. Two (2) years of Government Purchase Card (GPC) and Defense Travel System (DTS) administration experience desired.
3. Two (2) years of Contracting Officer Representative (COR) experience desire.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of APF business and trade practices, characteristics, and methods of administering and evaluating contractors performing Food and Beverage operations as well as Government Postal duties.
2. Knowledge of APF and NAF business and trade practices, characteristics, and methods of delivering Fitness and Sports programming to customers.
3. Knowledge of NAF business and trade practices, characteristics, and methods of delivering Lodging and Sundry services to customers.
4. Knowledge of program and facilities management, safety, fire, and environmental regulations, practices, and procedures, as well as facility design and equipment selection and purchase.
5. Skill in teaching and communicating effectively with others both orally and in writing to promote and report on the program, and to resolve problems and answer questions relating to the program.
6. Skill in preparing budgets, program evaluations, and facility administration; managing financial and physical resources of the assigned programs; and in effectively organizing and utilizing available resources within the program framework.
7. Skill in establishing and maintaining effective working relationships with individuals, co-workers, contractors, and leaders of both on and off base organizations.
8. Ability to dissect customer desires and siphon them into a proposed plan of action to improve service.
