Specialized Experience: One year of specialized experience which includes: Analyzing complex payroll data to resolve employee pay discrepancies and entitlement issues; Evaluating automated financial system operations to recommend efficiency and functional enhancements; Auditing financial system user accounts to ensure appropriate access controls and separation of duties; and Formulating standard operating procedures to meet internal financial audit and compliance requirements.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

- Evaluates and recommends modifications to automated finance, accounting, and reporting systems to improve operational efficiency.
- Serves as a liaison with project management teams to resolve configuration or technical problems within financial systems.
- Investigates and resolves complex payroll issues involving special entitlements, leave conversions, and multi-year back pay.
- Formulates internal policies concerning payroll functions such as overtime, time and attendance, and labor standards.
- Audits system user accounts to minimize risks, ensure strict separation of duties, and prevent conflicts of interest
- Controls security data and maintains access records to ensure accurate financial audit trails are preserved
- Conducts special studies and analyzes pay statistical reports to identify organizational trends and recurring problems.
- Formulates procedures and documentation to meet internal control and financial statement audit goals

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
- This is a drug testing designated position and requires the incumbent to complete a drug test examination prior to appointment and periodically thereafter.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- This is a Financial Management Level 2 Certified position.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 11
