Job Description

Duties

DUTY 1 - Plans, organizes, and oversees Global Integrated Intelligence, Surveillance, and Reconnaissance policy and strategy implementation and integration for the Chief of Staff of the Air Force and Deputy Chief of Staff for Strategy, Integration, and Requirements.

DUTY 2 - Assist the Chief, Global Integrated Intelligence, Surveillance, and Reconnaissance Division in exercising management responsibilities.

DUTY 3 - Advises Air Force senior leadership on developing Air Force Global Integrated Intelligence, Surveillance, and Reconnaissance policy and priorities for future systems necessary to conduct air and space operations.

DUTY 4 - Maintains continuous liaison with other Air Staff, other service headquarters counterparts, and DOD offices to ensure USAF future force design and enterprise wide planning is consistent and integrated throughout the defense community.

DUTY 5 - Prepares position papers and presents high-level briefings of conclusions; many being highly subjective and not readily susceptible to verification until actual operational situations are encountered.

Qualifications

This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the "Professional" work category are at the "Expert" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include thorough knowledge of the missions, roles, functions, organizational structures, and operations of the DOD, Air Force, and joint organizations as they concern military, operations, capabilities, and capability employment principles. Expert knowledge of qualitative and quantitative evaluation techniques for the study of future joint force missions, capabilities and requirements. Mastery of systems planning and project management concepts, methods, and practice and management principles and systems sufficient to lead the evaluation of future GIISR requirements and to develop a high-level architecture plan to support Air Force and joint mission requirements and to exercise mature administrative and technical judgment in managing programs, resolving complex cross-organizational problems, and developing new hypotheses or fundamental new concepts. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of Air Force and Joint operations, capabilities, and capabilities employment principles including GIISR (Global Integrated Intelligence, Surveillance, and Reconnaissance).
2. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of air and space plans, programs, and procedures for conducting major operations such as war, military operations other than war, mobilization, deployment.
3. Knowledge of the Department of Defense's Joint Capabilities Integration Development System (JCIDS), Planning, Programming, and Budgeting System (PPBS), and the Department of Air Force policy, procedures, and schedules for developing Program Objectives Memoranda, Budget Estimate Submissions and Financial Plans in support of major war, mobilization, and other contingency and operational plans.
4. Skill in managerial and coordination activities sufficient to manage and review multiple studies of future capability requirements with many variable or unknowns including mission changes, future technology, and competing organizational interests.
5. Ability to plan, organize, and direct program functions and advise senior Air Force leadership on Global Integrated Intelligence, Surveillance, and Reconnaissance strategic efforts.
6. Ability to plan, organize, direct program functions, mentor, motivate, lead staff and communicate (orally and in writing) clearly, concisely, and with technical accuracy.

CONDITIONS OF EMLOYMENT CONTINUED
1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
3. The employee may be required to travel in military and/or commercial aircraft.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

**Primary Purpose Continued**
Analyzes the effectiveness and sufficiency of a wide variety of Air Force development efforts, programs, and operations to ensure Air Force future and current force needs are met. Provides advice and improvements in developing Air Force GIISR and sensing systems necessary to conduct air, space, and cyber operations. Conducts complex studies to develop and improve total force, multidomain operating concepts to implement National Defense Strategy and drive integration through centralized enterprise design and capability planning. In the absence of the Division Chief, exercises supervisory management of the division, and represents the division at meetings and articulates the division's operational capabilities and programs.
