Duties

DUTY 1: Plans, organizes, and directs the activities of the AF A2/6 CIEO to support DoD, Joint Staff, and the Director of National Intelligence (DNI) mandates to rapidly increase ISR capability and intelligence information sharing.
DUTY 2: Represents the AF A2/6 CIEO with a variety of installation and functional area organizations.
DUTY 3: Assesses policy needs and develops policy and procedures governing IT activities.
DUTY 4: Exercises supervisory personnel management responsibilities.

Qualifications

This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the Professional work category are at the Expert work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, 2210 (Alternative A.)

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.


  • In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

    EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: mastery of one or more professional or administrative fields. The employee at this level applies experimental theories and new developments to problems not susceptible to treatment by accepted methods or makes decisions or recommendations significantly changing, interpreting, or developing important policies and programs. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
    1. Knowledge of a wide range of concepts, principles, and practices related to the development of strategic IT plans, policies, and programs. Knowledge of common project/program management for the development and management of program action directives, programming plans, and budgeting and procurement cycles to ensure validated and approved requirements are funded or introduced into the appropriate budgeting channels.
    2. Knowledge of the national intelligence community, Joint, DoD structure, their organizations and missions/functions, interrelationships, operations and directives relating to IT; and knowledge of National Intelligence Program (NIP), General Defense Intelligence Program (GDIP), and Program Objective Memorandum (POM), to include requirements for planning, programming, and budgeting; and working knowledge of the acquisition and procurement cycles for IT to ensure validated and approved requirements are funded or introduced into the appropriate budgeting channels.
    3. Extensive knowledge of management principles, processes, and analytical techniques for assessing programs and developing strategies for operational improvements and efficiencies; and skill in IT planning, integration, and management, to include programming, IT security concepts, change, and configuration control, requirements analysis, and life cycle management of IT.
    4. Ability to understand and analyze problems, determine when and where IT solutions are practical or possible, and where and at what level risks are associated a d to make decisions or recommendations on IT programs for near and long term implementation; ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
    5. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the EAO staff.
    6. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with technical accuracy, negotiate complex issues, and maintain good working relations; and ability to work collaboratively with other senior-level managers and to effectively communicate objectives, priorities, and parameters to define mutually beneficial courses of action.

    CONDITIONS OF EMPLOYMENT CONTINUED:
    1. The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments OR travel by commercial or military conveyance in accordance with Joint Travel Regulations (JTR) may be required in performance of temporary duty (TDY).
    2. A Bachelor's degree or equivalent is desired; a Master's or higher desired.
    3. The work is primarily sedentary. Frequent use of personal computers and workstations are essential.
    4. This position may include information assurance (IA) work as an additional duty. Per DoD 8570.0 IM, the recipient of this additional duty must achieve the appropriate IA certification within six months of assignment or these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2, or C3.2.4.3. Failure to receive the proper IA certification may result in the reassignment of this additional duty to another employee within the organization.
    5. This is a Centrally Managed position. Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement.

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
