Auditor

Duties

• Oversee audits encompassing assessment of USCYBERCOM's broadly related and highly complex functions.
• Performs the most complex analysis and evaluations related to all aspects of accounting, management control and risk management.
• Performs a variety of audits that are usually without precedent and require the use of advanced auditing techniques in gathering and evaluating pertinent data.
• Explains findings and supports the supervisor and other Command leaders in presentations to higher echelon authorities.
• Serves as the USCC accounting SME for internal/external agencies regarding inspections, surveys, and/or audit findings and recommendations.

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Three year trial/probationary period may be required.
• The incumbent must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam.
• This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing. Employee must pass screening for illegal drug use prior to appointment and periodic drug screening thereafter.
• The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
• This is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Appointment to this position does not confer competitive status.

To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by applying general analytical and evaluation techniques to review financial data, provide data analysis and provide recommendations; analyzing accounting standards and procedures to ensure compliance; analyzing documents, records, and processes to improve workflows and efficiencies compliance; and reconciling financial data with internal and external customers.

Basic Requirement for Auditor

A. Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

OR

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;

A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or

Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
