Job Description

Duties

This position is responsible for planning, operating, and administering the operation of the Human Resources Information Systems (HRIS). This position performs the following duties:

Provides technical assistance and guidance to supervisors, leadership, and various staff members in the operation, maintenance, and capabilities of various Human Resource Information Systems (HRISs) such as automated personnel systems, automated records management systems, case management systems, personnel records applications, HR In-Processing via virtual platforms, and virtual personnel services. Directs and monitors operation and maintenance of the local personnel system. Analyzes quality control queries, Personnel/Payroll data reconciliations, and rejected data entries from reports. Reviews daily products to determine trends, identify problem areas, and recommend modifications, additions, or deletions of products. Establishes schedules to meet personnel system requirements. Responsible for daily pick up, distribution, and analysis of print products to ensure they conform to requirements and meet quality standards. Conducts compliance review and submission of Position Organization Address (POA) and Organizational Hierarchy (OH) changes to National Guard Bureau (NGB). In accordance with published guidance, verifies that system enhancements and system patches are working properly.

Provides training to familiarize HRO staff, HRO remotes, and supervisors with the HRIS. Advises applicable personnel of any updates for coding, system transactions, and maintaining system security. Provides input for the development of Standard Operating Procedures (SOPs) to be used by HRO staff and customers. Leads periodic formal training designed to inform users of current and future changes. Monitors progress of training until competence is developed within HRO functional areas.

Provides advice on the use of data for compiling personnel and statistical reports and preparing personnel action documents. Applies a practical knowledge of human resources management rules, regulations, policies, and procedures that have impact on, or are related to, HRIS. Compiles personnel and statistical reports and advises staff in the proper documentation for personnel actions. Researches and analyzes problems while monitoring actions requested to ensure that problems encountered are fixed. Reviews data flow actions to ensure that interfacing systems are updated initiating the re-flow process when necessary. Ensures HRO staff is informed and trained on system changes, including patches, messages, and system advisory notices. Identifies system operational problems and works with local Information Technology (I.T.) and NGB to coordinate activity for timely resolution. Determines equipment needs, discrepancies, relocations, etc. Ensures only authorized person(s) have access to the system.

Monitors and controls HRIS access. Performs user account management services by identifying users to be added/deleted/modified. Controls groups by assignments and reviews system privileges to ensure confidentiality. Provides customer service for HRIS helpdesk tickets, requests for information and/or assistance.

Must be able to obtain and maintain a secret security clearance prior to appointment.

Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.

May occasionally be required to work other than normal duty hours; over/comp time may be required.

Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.

This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. Head of Agency requests to exceed 14 days in a calendar year must be approved in advance by the National Guard, Director of Manpower and Personnel (NGB-J1).
Qualifications

GENERAL EXPERIENCE :
3 years of progressively responsible experience, 1 year of which was equivalent to at least GS-4, that demonstrates the ability to:
  • Analyze problems to identify significant factors, gather pertinent data, and recognize solutions;
  • Plan and organize work; and
  • Communicate effectively orally and in writing.

  • Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work. Experience in substantive and relevant secretarial, clerical, or other responsible work may be qualifying as long as it provided evidence of the knowledge, skills, and abilities (KSA's) necessary to perform the duties of the position. Experience of a general clerical nature (typing, filing, routine procedural processing, maintaining records, or other nonspecialized tasks) is not creditable.
    SPECIALIZED EXPERIENCE :

    1-year specialized experience equivalent to at least the GS-09, or comparable experience in Military Service or other civilian employment.
    Applicants' educational-degree study program or military or civilian academic courses may substitute for some specialized experience. Must demonstrate experience with MS Excel and Power Apps, and experience with Federal or Military HR Systems. Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force.

    Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience and/or training must show possession of the knowledge, skills and abilities needed to fully perform the duties of the position.

    Education

    If you are using Education to qualify for this position, you must have:

    Ph.D. or equivalent doctoral degree
    or
    3 full years of progressively higher level graduate education leading to such a degree.

    Such education must be directly applicable to the position.

    You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
