ASRC Federal Data Networks Corporation (DNC) is seeking a Configuration Management Analyst to perform as the Product Management Support Services team member supporting the Office of Space Commerce, Space Operations Division, Traffic Coordination System for Space (TraCSS) Engineering Branch in Suitland MD. The position shall provide product management support services which include, but are not limited to, providing Configuration Management (CM) support for the TraCSS Program to develop, implement, and administer the TraCSS Configuration Management (CM) and Document Management (DM) Processes.

Background Summary:
The Office of Space Commerce (OSC), is developing the Traffic Coordination System for Space (TraCSS) to fulfill Space Policy Directive 3 (SPD-3). SPD-3 instructed relevant US government agencies to begin re-assigning many aspects of space traffic management (STM) and space traffic coordination (STC) serving non-military US space operators. OSC, under the US Department of Commerce (DOC), was identified to lead many of these efforts as part of a 'whole of government' approach.
TraCSS is the Office of Space Commerce's cloud-based enterprise solution for ingesting, archiving, processing, and disseminating Space Situational Awareness (SSA) data and products. It will provide conjunction analysis and warning services to commercial satellite owner/operators to foster economic growth and technological advancement of the US commercial space industry. The system will store data from the Department of Defense (DoD), NOAA, commercial SSA data providers, commercial and civil satellite Owner/Operators (O/O), and select international civil partners. The TraCSS system will operate 24 hours per day, 7 days a week.

Required Qualifications:
- Requires a Bachelor's degree and a minimum of 5-7 years of experience in a related or applicable field, or an equivalent combination of education and experience.
Highly Desired Qualifications:
- Experience working in support of a U.S. government institution.
- Current DoD, DOC, NOAA, or NASA authorization to work (badge).
- Eligible for a Secret Clearance
- Knowledge of space domain awareness, space situational awareness (SSA), space traffic coordination (STC), or space traffic management (STM) related topics.
- Examples of desired knowledge and skill sets may include, but are not limited to: orbital mechanics, astrodynamics, common analytical methodologies utilized in SSA/STC/STM, satellite operations, conjunction analysis, and data management.
- Proficiency in Jira, Jira Service Management, Confluence, Bitbucket and other Atlassian platform tools for board management and documentation.
Responsibilities:
- Administers all CM process functions including inputting, updating, tracking, managing, and maintaining the CM tools and processes.
- Supports the TraCSS Program Management team in document control, engineering change control, and software change control.
- Works closely with Program team members to effectively implement the CM processes and track completion of assigned tasks.
- Monitors program compliance with CM processes and communicates concerns and areas of improvement to the Program Manager.
- Collaborates with project or system stakeholders such as developers, testers, users, to inform them of the configuration information, to solicit their feedback and input to resolve any conflicts or problems.
- Develops, implements and maintains systems configuration management processes to support configuration identification, control, reporting, and delivery of both internally developed and external products.
- Performs configuration management and release engineering tasks to ensure new product operating parameters are documented, comply with standard project requirements, configurations, and are logistically sustainable.
- Designs, develops, automates, and maintains productivity tools using programming, database or scripting languages to improve systems modeling and development.
- Designs and implements build procedures that are used to support product development and use.
- Identifies, collects, catalogs, releases, and manages information throughout the project's lifecycle including archiving and project closeout.
- Implements and manages the appropriate level of access control to protect export controlled, proprietary, and sensitive project information.
- May train developers in the use of configuration management tools and the implementation of product quality standards.

Work Environment and Physical Demands:
- Work in a typical onsite government office building full time (5-days per week) with situational telework approved as needed.
- Occasional deadlines or operational conditions may require non-standard/longer hours or additional onsite support.
- Infrequent travel required.
- Place of performance will be the NOAA Satellite Operations Facility located on the Suitland Federal Center in Suitland MD.
