Job Description

Duties

  • Serve as Chief of Master Planning Division and technical advisor to the Garrison Director of Public Works (DPW) at a large complex Installation Management Command (IMCOM) garrison.
  • Work closely with top officials providing continuity of leadership in assessing mission and work requirements and in developing long range plans, goals, and objectives.
  • Establish broad mission requirements and objectives, plan for accomplishment, review status and progress, provide management guidance and direction, and provide advice and/or decision on policy matters.
  • Attend meetings, briefings, conferences, etc. to interact with officials of other Federal agencies, state, county, and local authorities, and the public on matters relating to directorate, installation capabilities and proposed and approved projects.
  • Direct personnel policy matters affecting the organizations, with personnel action affecting key employees, and other actions with possible serious repercussions.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must have or be able to obtain and maintain a secret security clearance.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Specialized Experience for GS-14: One year of specialized experience which includes conductsing investment analysis to stay informed of sustainment and modernization strategies, leading the installations master plans forward, and collaborating with employees to optimize funding and prioritize projects, and develop community relationships. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-12).
