Position: Program Security Representative SME (Personnel Security Manager – SME (NCR))

Location: Pentagon, Washington D.C. (Onsite)

Clearance: TS/SCI

Education: MA/MS ( or BA/BS plus an additional 8 years of work experience, 4 of which must be work-related)

Outcomes:
The successful candidate is expected to accomplish the following outcomes in the first year on the position:
• Formally track all tasks, to include assigned by, suspense, status, and comments on all assigned tasks through completion and be prepared to brief upon request.
• Develop digital continuity folders and files that include standard operating procedures, workflows and POC lists to accomplish all tasks.
• Create 2-3 products beyond the client’s requirements that positively impact the client to either increase efficiency, effectiveness, or innovation.
• Master position tasks within 60 days and exceed requirements within 90 days.

Responsibilities:
The Program Security Representative (PSR) SME supports the Secretary of the Air Force, Sensitive Activities (SAF/SA), The PSR, in coordination with the Government, creates, reviews, updates, and maintains contract Security Classification Specifications (DD Form 254) to ensure security requirements and classification guidance are specified and properly implemented.

The PSR supports Task 1.3.10.7/8/9 and performs the following duties:
• Within 45 days of being assigned, be familiar with local Security Guidance, Organization Operational Instructions (OI), SCIF SOPs, Emergency Action Plans (EAPs), and Facilities Accreditation requirements.
• Ensure the protection of national security information by actively working with other Security Site Leads, Government PMs, Systems Security Officers (SSO), as needed, and other SAF/SA Security Support personnel to identify and address daily contractual, personnel, physical, Administrative Information Systems (AIS), and Sensitive Compartmented Information (SCI) administration issues in accordance with appropriate DoW policies and procedures.
• Manage appropriate records of completed SAF/SA SCIF semi-annual alarm testing/response force test, annual self-inspections, security refresher training, random searches, combination changes, external facilities locations, accreditations, indoctrinations, inspections/staff assistance visits, and close-out information.
• Develop Operations Security (OPSEC) plans, test the plans, and transition the plans in support of the operation and provide findings to the security office. (RR #43)
• Ensure proper classification markings, wrapping, handling, couriering, accountability, destruction, and records maintenance/disposition of all classified information.
• Provide accountability of all items into and out of a SAF/SA SCIF to include electronic equipment, furniture, Automated Data Processing Equipment (ADPE), and storage media.
• Provide SME level advice and reports, as tasked, on topics that include, but are not limited to:
◦ Security Classification Guidance (SCG), creation, review, and updating.
◦ Information management, ensuring compliance with appropriate DoW guidance.
◦ Facility/AIS accreditations, ensuring compliance with appropriate DoW guidance.
◦ Physical and Personnel Security, ensuring compliance with appropriate DoW guidance.
◦ Program Protection Plans (PPP), ensuring compliance with appropriate DoW guidance.
◦ OPSEC, ensuring compliance with appropriate DoW guidance.
• Provide recommendations in activities involving concept validations, Co-Use Agreements (CUAs), and facility security accreditations.
• Provide escorting of uncleared personnel and visitors needing access to facility offices during business hours, as necessary.
• Daily activities include performing security education, maintaining a list of accredited facilities, granting access to facilities, coordinating the activities of an EAP, and authoring required instructions and policies in the development of sound physical security program guidance at any Control and manage all physical security requirements for the program in cooperation with the host or contracted facility security personnel.
• Administer all personnel security requirements for personnel assigned to or having access to program information.
• Manage alarm system accounts and testing, closed circuit television (CCTV) camera reviews and installs, door/safe combinations, annual SCIF inspections, SCIF/SAPF accreditations, and Fixed Facility Checklist (FFC)/Tempest Addendums updates.
• Perform collateral and SCI inventory and destruction.
• Provide account inventories, reporting, and inspections in coordination with the COMSEC office.
• Manage/maintain access and badge systems, EAP, self-inspections, and external Industrial, Collateral, and SCI support to SAF/SA security personnel.
• Ensure that security policy and procedures are consistent with applicable security rules and regulations for facility security accreditations/re-accreditations.
• Provide clear and concise physical security guidance to the SAF/SA Security Lead on matters dealing with Industrial and SCIF residents.
• Perform a broad range of staff actions relative to having a working knowledge of physical security functions with emphasis in SCI but knowledge of Collateral and SAP requirements.
• Ensure compliance with appropriate DoW guidance and mission requirements in collaboration with the OPSEC program officer.
• Perform facility security briefings, maintain a list of accredited facilities, grant access to facilities, coordinate the activities of an EAP, and author required instructions and policies in the development of sound physical security program guidance at any facility for this requirement.
• Utilize the Defense Information Security System (DISS) and/or other personnel security systems of record, IC computer networks, and virtual collaboration tools, as necessary.
• Manage all personnel security requirements for personnel assigned to or that have access to program information.
• Ensure work is consistently planned and prioritized in support of the SAF/SA’s Security office, SSOs, Program Security Officers (PSOs), and the organization’s mission.
• Develop, implement, monitor, and enforce the SF/SA Security Operating Procedures that are required for SAPFs (RR #45).
• Process all Program Access Requests for SAF/SA programs, as appropriate, and track all indoctrinations.
• Use government provided Generative AI tools on a day-to-day basis to accelerate tasks, research, documentation, analysis, planning, reporting, and problem solving.  Make recommendations on process improvements and practices that improve quality, speed and/or efficiency.
• Manage appropriate records of completed annual program security refresher training, random searches, combination changes, receipts, and external facilities locations, accreditations, inspections/staff assistance visits, and close-out information based on the program security office requirements.

Qualifications:
The candidate must have the following qualifications:
• Minimum of fifteen (15) years of experience performing work related to the security functional area within DoW, military and/or federal agencies.
• Minimum of ten (10) years of experience controlling and managing physical and personnel security requirements on DoW classified programs.
• Familiarity with DoW Industrial Security policies and procedures.
• Good verbal and written communications skills.
• Ability to read and apply complex security guidance.
• Good customer service skills.
• Department of War (DoW) Security Fundamentals Professional Certification (SFPC). Within 2 years of requirement if currently in the position, or within 2 years from date of hire.
• Experience supporting Special Access Programs (SAP).
• Familiar with the ICD 705 Regulation

The following qualifications are desired:
• Experience providing expertise to ensure that DoW security requirements and classification guidance specifics are properly implemented.
• Expert on both the SCI and SAP side of operations; and skilled in working with DISS/SIC/and JADE.
• Knowledgeable and skilled at applying Generative AI

Travel: Possible vicinity travel within the NCR or infrequent trips out of NCR.
