Agile Decision Sciences is looking for a Program Resources Analyst for NASA Space Communications and Navigation (SCaN) program. The position supports the areas of budget planning, formulation, execution, financial analysis, and program resource management in support of Agency initiatives and mission objectives.
Location: Washington, DC (NASA Headquarters)
Clearance: Secret Clearance preferred/ideal; must be a U.S. Citizen capable of obtaining and maintaining a government-issued Secret clearance.

Responsibilities
- Provide accurate estimates for the cost of projects by analyzing and collecting information related to labor, materials, schedules, and program requirements.
- Manage Program Planning, Budget, and Execution (PPBE) activities in support of assigned programs and initiatives.
- Monitor contracts and task orders for cost trend analysis, including development and maintenance of frameworks, tools, and methodologies used to track budget performance and planned versus actual variances.
- Coordinate with project teams, program managers, technical leads, and stakeholders to develop and provide recurring financial and status reporting.
- Identify gaps or inefficiencies in budget and resource management processes and develop effective solutions to improve organizational performance and accountability.
- Create and utilize cost estimation, forecasting, and financial modeling tools to better assess program performance, execution trends, and cost impacts.
- Prepare financial reports, analyses, and presentations for management and resource staff documenting projected budgets, funding allocations, direct and reimbursable expenditures, burn rates, and remaining available funds.
- Recommend efficiencies and process improvements supporting operational effectiveness and resource optimization.
- Provide project and program management support through development of presentations, charts, graphs, spreadsheets, correspondence, briefing materials, dashboards, and related documentation supporting technical and organizational activities.
- Serve as an interface between NASA Headquarters leadership, center project leads, program managers, and supporting stakeholders.
- Provide regular communication to stakeholders regarding upcoming milestones, deliverables, reviews, schedules, and action items.
- Plan, schedule, and coordinate activities, meetings, reviews, and processes supporting program and project execution activities.
- Coordinate meetings on behalf of the customer, including development of agendas, meeting notes, action tracking, and follow-up coordination with responsible parties.
- Support efforts to integrate cost, schedule, and risk data while assisting with coordination among NASA Headquarters, field centers, contractors, and supporting organizations.
- Assist the Configuration Management (CM) Lead with facilitating agendas, voting processes, and managing documentation for the SCaN Control Board.
- Support the preparation, tracking, and management of Configuration Control Requests (CCRs) and coordinate, record, and document the activities of the SCaN Control Board (SCB) in accordance with CM policy and the approved program configuration management plan.
Requirements
- Strong analytical, organizational, and interpersonal skills.
- Excellent verbal and written communication skills with the ability to communicate effectively across technical, operational, and leadership audiences.
- Demonstrated ability to prioritize competing assignments, manage schedules, communicate status effectively, and operate in a fast-paced environment.
- Team-oriented professional with a positive, proactive attitude and willingness to learn and adapt to evolving processes and customer requirements.
- Advanced proficiency with Microsoft Office Suite, including Word, PowerPoint, Outlook, and Excel.
- Advanced Microsoft Excel skills required, including lookup functions, pivot tables, formulas, advanced data analysis, and macro development/use highly desired.
- Experience developing and utilizing PowerBI dashboards, reporting solutions, and related project management or resource management tools. Experience with Smartsheet or similar collaboration/project tracking platforms preferred.
- Experience supporting Federal Government programs and/or NASA organizations strongly preferred.
- Minimum of three (3) days onsite/in-person support required based on customer needs.
- Domestic travel may be required in support of meetings, reviews, and mission activities, anticipated to average approximately two trips annually.
- Must be a U.S. Citizen capable of obtaining and maintaining a government-issued Secret clearance.
Education / Experience
- Bachelor's degree from an accredited institution.
- Minimum of five (5) years of relevant professional experience supporting program analysis, financial management, budget execution, resource planning, project controls, or related operational/program management functions.
