SUPERVIOSRY TRANSPORTATION OPERATIONS SPECIALIST

Duties

• Plans and directs all ocean terminal operations to include vessel discharge/loading operations, cargo staging, cargo onward movement and terminal break bulk point and ammunition operations.
• Develops or modifies procedures devised to improve common user water terminals used by the military in the Republic of Korea.
• Plans work to be accomplished by subordinates, sets priorities, and establishes schedules for work capabilities of employees.
• Serves as primary coordinator between contract personnel and the Battalion to ensure availability, proper use of government furnished lashing gear, equipment and dunnage.
• Participates in theater contingency transportation planning
• Serves as the commander's advisor on all operational safety matters

Basic Requirement:
Education: Undergraduate and Graduate Education: Major study - accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. For Marine Transportation Specialist positions, education obtained in a Federal, State, or other accredited Merchant Marine Academy is qualifying.

Planning, directing, and supervising cargo or bulk petroleum movements such as:

• Embarkation and debarkation, cargo loading and discharge.
• Formulating marine transportation itineraries and routings according to commercial cost factors and tariffs.
• Formulating marine transportation traffic plans for personnel and cargo.
• Scheduling ships.
• Developing, analyzing, or evaluating cargo lift capabilities.
• Preparing statistics for planning operations of ships, or formulating budgetary estimates of cargo transportation costs.
• Serving as a licensed merchant marine deck or engine officer or naval deck or engine officer.

Ship chartering negotiation or administration, such as:

• Chartering commercial ships and space.
• Reviewing and approving ship operating and damage expenses and marine insurance premiums.
• Investigating ocean carrier claims for ship damage.
• Reviewing and recommending action on cargo shortage and damage claims.
• Analyzing and applying appropriate precedents and regulations.
• Establishing rates with commercial carriers for special cargoes according to market conditions.
• Analyzing statements of ship operating costs, and preparing estimates to adjust rates or determine the most economical method of transportation.

In addition to the Basic Requirement, you must also meet the one year of Specialized Experience.

Specialized Experience : I have one year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes 1) Planning cargo or bulk petroleum movements such as: Embarkation and debarkation, cargo loading and discharge. 2) Formulating marine transportation itineraries and routings. 3) Preparing statistics for planning operations of ships, estimates of cargo transportation costs. 4)Performing contracting officers representative for stevedores and terminal service contract.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

If you are currently stationed in the overseas area, all of your overseas time will be credited toward your current overseas tour end date. Your overseas time served will not reset upon accepting this assignment. If you have returned from OCONUS within the past 2 years or less, your time previously served in the OCONUS area will be credited to your 5 year overseas rotation upon accepting this assignment.
