Job Description:
We are seeking a Requirements Manager with demonstrated experience in Agile delivery to lead IT hardware and software projects in support of the ELITE program supporting USEUCOM. The ideal candidate will bring strong requirements and project background, is able to advise and brief senior government decision makers, has the ability to champion Agile practices within a fast-changing DoD environment, and can work both independently and across multiple teams depending on what is required.
Job Responsibilities:
Acts as the inject point for new IT requirements in the Command, coordinating strategic alignment of new requirements with government roadmaps.
Advise senior government leaders with regards to prioritization, process improvements, and strategic decisions.
Customer engagement across the Command to clarify and refine new requirements, as well as engagements with vendors.
Coordinate and lead multiple working groups, as well as the ability to support senior level decision boards.
Assist in guiding EUCOM customers and delivery teams through the transition from traditional waterfall processes to Agile frameworks, serving as a change agent for cultural adoption.
Ability to facilitate Agile ceremonies and ensure cross-functional alignment across development, operations, and sustainment teams.
Ensure compliance with the ELITE Program Management Plan, incorporating best practices in risk, communication, and quality management.
Coordinate resource allocation with program leads to build effective delivery teams.
Support procurement planning and Requests to Initiate Procurement (RIPs), ensuring timely delivery of mission-critical capabilities.
Deliver interim progress reviews and reporting to the Government, adjusting delivery strategies as necessary.
Mentor junior project managers and technical colleagues, modeling best practices in both traditional and Agile project leadership.
Provide project documentation, reports, and acquisition artifacts to support governance and compliance requirements.
Required Qualifications:
Bachelor’s Degree in Business Administration, Information Technology, Management or similar plus a minimum of 8 years of progressive project management experience, including delivery of large-scale, mission-critical IT programs.
Demonstrated experience with Agile/CI/CD practices and tools in a large organizational environment.
Skilled in cost, schedule, scope, and resource management; able to drive performance in high-tempo, multi-stakeholder settings.
Familiarity with DoD acquisition processes, lifecycle sustainment, and systems integration.
Certification Requirements
Required:
Project Management Professional (PMP)
Desired / Highly Valued:
SAFe Agilist, SAFe Program Consultant, or other SAFe certification
Certified ScrumMaster (CSM), PMI-ACP, or equivalent Agile certification
ITIL v4 Foundations or higher
