Job Description

Duties

  • Duties described reflect the full performance GS-11 level. Duties will be performed in a developmental capacity under close supervision.
  • Analyze financial data to inform programming and management decisions.
  • Analyze productivity, workload, and program accomplishments to support budget execution.
  • Evaluate the effect of cost and program changes on the budget execution process.
  • Allocate funds to individual organizations or functional areas.
  • Advise managers on changes in policy and program operations affecting the budget.
  • Prepare reports covering the status of funds, expenses, and obligations
  • Advise management officials on the application of financial data and information.
  • Provide interpretations of accounting, budget, and manpower reports.

  • Temporary Duty (TDY) Travel of up to 10% of the time may be required.
  • This position requires that the incumbent possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position is designated Tier 5, Special Sensitive, High Risk and the incumbent is required to obtain and maintain a Top-Secret Security Clearance Level with Sensitive Compartmented Information (SCI) access as a condition of employment.

  • pass a polygraph test or a series of polygraph tests and continue to pass the polygraph test on a periodic basis.
  • This position requires participation in the Department of Army Drug-Free Federal Workplace Program to include passing a urinalysis drug testing prior to appointment and passing random urinalysis drug testing after appointment.
  • This position requires the incumbent to be able to obtain a Financial Management Level I Certification for the GS-07 grade level within the required timeframe after employment.
  • This position requires the incumbent to be able to obtain a Financial Management Level II Certification for the GS-09 grade level within the required timeframe after employment.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. This is a developmental position with a target grade of GS-11. It may be filled at the GS-07 or GS-09 grade level, depending on your qualifications and assessment responses. If selected at a lower grade, your assignments will become progressively more complex, and you will work under closer supervision until reaching the GS-11 full-performance level. You may be eligible for non-competitive promotion to the target grade once you meet all qualification requirements, gain sufficient experience, and demonstrate satisfactory performance of the full scope of duties.

GS-7 Specialized Experience: One year of specialized experience which includes: 1) Approving financial transactions such as obligations, expenditures, reimbursements, transfers, and/or distributions; 2) Utilizing industry standard business software, such as Oracle and Microsoft Excel, PowerPoint to generate analytical reports and/or presentations; 3) Consulting with customers to address financial inquires. This definition of specialized experience is performed at the next lower grade/level position in the federal service (GS-05).

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Business, Finance, Law, Contracts, Purchasing, Economics, Mathematics, Quantitative Methods, or Organization and Management.
OR
Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:
(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR
(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR
(3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achshonor.org/).

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.

GS-9 Specialized Experience: One year of specialized experience which includes: 1) Extracting data to prepare reports from financial management systems such as Corps of Engineers Financial Management system (CEFMS); 2) Utilizing software such as Excel and other Microsoft Office applications to develop spreadsheets, reports, and/or correspondence for providing status of work tasks and/or project/program progress; 3) Reviewing billing documents to ensure they are properly substantiated and accurate. This definition of specialized experience is performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Business, Finance, Law, Contracts, Purchasing, Economics, Mathematics, Quantitative Methods, or Organization and Management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

GS-07 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-05).
GS- 09 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
