Overview

BLUEHAWK, LLC is seeking a highly experienced and mission-focused Senior Program Manager to support strategic intelligence operations and enterprise-level mission execution within the Intelligence Community (IC). The ideal candidate will provide senior leadership, operational oversight, and strategic coordination for complex intelligence programs supporting Counterintelligence (CI), HUMINT, Special Reconnaissance (SR), and other sensitive intelligence activities.

This position requires a seasoned intelligence professional with extensive experience managing large-scale operational efforts, coordinating across government stakeholders, and supporting senior leadership within dynamic and high-tempo environments.

Responsibilities

  • Provide overall program leadership, strategic planning, and operational oversight for intelligence mission activities supporting IC and DoD objectives.
  • Lead and manage multidisciplinary teams supporting Counterintelligence (CI), HUMINT, Special Reconnaissance (SR), and other specialized intelligence operations.
  • Coordinate and synchronize program activities across government, military, and Intelligence Community stakeholders.
  • Support senior leadership through the development of strategic plans, operational updates, executive briefings, and mission assessments.
  • Maintain accountability of staffing actions, personnel coordination efforts, and enterprise-wide information dissemination.
  • Organize and facilitate senior-level meetings, working groups, operational reviews, and executive briefings.
  • Ensure program compliance with applicable Intelligence Community Directives (ICDs), security requirements, and operational policies.
  • Provide guidance and oversight related to mission execution, resource allocation, risk mitigation, and performance management.
  • Develop and implement operational processes, workflow improvements, and management strategies to enhance mission effectiveness.
  • Coordinate with government leadership to support mission priorities, emerging requirements, and operational objectives.
  • Utilize advanced Microsoft 365 tools and collaboration platforms to manage reporting, communication, and program documentation.
  • Support additional duties, responsibilities, and mission activities as required.


Qualifications

Qualifications

Required Clearance
  • Active TS/SCI clearance
  • Must be willing and able to successfully complete a Counterintelligence-Scope Polygraph examination with a No Deception Indicated (NDI) result on a pre-appointment and periodic basis

Education
  • Master's degree in:
    • Business
    • Intelligence Studies
    • Science, Technology, Engineering, and Mathematics (STEM)
    • Or a related field from an accredited institution

Certifications

Required
  • Project Management Professional (PMP)
    OR
  • Certified Project Manager (CPM)

Military / Government Training Requirements
  • Graduate of Intermediate Level Education (ILE), Senior Non-Commissioned Officer Academy (NCO), or equivalent U.S. Government (USG) / Intelligence Community (IC) leadership training
  • Graduate of a Military Intelligence Military Occupational Specialty (MOS) / Area of Concentration (AOC) producing course or Intelligence Community equivalent

Experience Requirements
  • 15+ years of full-time experience in management or leadership positions
  • 10+ years of full-time experience supporting Strategic Military Intelligence or Intelligence Community missions focused on:
    • Counterintelligence (CI)
    • HUMINT
    • Special Reconnaissance (SR)
    • Or other sensitive/specialized intelligence activities
  • 5+ years of G-Staff or Action Officer experience supporting intelligence organizations, including:
    • Maintaining accountability of staffing actions
    • Organizing senior-level meetings and briefings
    • Coordinating personnel actions
    • Disseminating information across enterprise environments

Required Knowledge & Skills
  • Advanced proficiency with Microsoft 365 applications and collaboration tools
  • Strong understanding of Intelligence Community Directives, including:
    • ICD 203
    • ICD 206
    • ICD 300
    • ICD 501
    • ICD 704
    • ICD 707
  • Demonstrated ability to lead complex intelligence programs in high-visibility operational environments
  • Exceptional communication, organizational, and leadership skills
  • Ability to operate independently while managing competing priorities and mission requirements
  • Strong stakeholder engagement and interagency coordination experience across the IC and DoD environments
