Position: Acquisition Advisor SME (LCAT: Advisor – SME)
Location: Pentagon (Onsite)
Clearance: TS/SCI
Education: MA/MS (or a BA/BS plus an additional 8 years of work experience, 4 of which must be work related)
Outcomes:
The successful candidate is expected to accomplish the following outcomes during the first year in the position:
- Formally track all tasks, to include: assigned by, suspense, status, and comments on all assigned tasks through completion and be prepared to brief upon request.
- Develop digital continuity folders and files that include standard operating procedures, workflows and POC lists to accomplish all tasks.
- Create 2-3 products beyond the client’s requirements that positively impact the client to either increase efficiency, effectiveness, or innovation.
- Establish foundation in AI/ML skills and contribute to AI/ML operationalization and modernization goals and objectives.
- Master position tasks within 60 days and exceed requirements within 90 days.
Responsibilities:
On 06 April 2026, the Deputy Secretary of War officially established the Economic Defense Unit. The EDU Director is the principal advisor to the Deputy Secretary of War for Economic Competition across the Department. The EDU will lead, advise, coordinate, synchronize, analyze and assess economic competition across the DoW.
The Acquisition Advisor SME will provide the OSW EDU with acquisition expertise, strategic support and advice, stakeholder coordination, and development of key documentation. The Acquisition Advisor SME supports the program offices and the OSW EDU, and its mission partners, with the most complex and sensitive acquisition activities. The Acquisition Advisor is a critical support function necessary for OSW EDI to effectively execute its mission. Per PWS section 1.3.1.1 Project Management/Acquisition Support, and Section 1.3.10.11 Consulting Support, specific tasks and responsibilities include but are not limited to:
Advise on best practices for acquisition strategy, planning, requirements definition, implementation, and management across all phases.
Provide expertise supporting complex and sensitive acquisition activities directly linked to operational mission needs.
Conduct research, market research, evaluations, studies, analyses and policy and regulation development assistance.
Provide advice and expertise to optimize processes within regulatory and statutory constraints.
Lead the implementation of Public Law 85-804 based acquisition authorities
Identify and mitigate acquisition risks during all phases of the acquisition process.
Facilitate outreach within the DoW, Intelligence, and Special Operations community.
Use government provided Generative AI tools on a day-to-day basis to accelerate tasks, research, documentation, analysis, planning, reporting, and problem solving. Make recommendations on process improvements and practices that improve quality, speed and/or efficiency.
Draft, review, edit, and provide recommendations on all types of acquisition documentation including, but not limited to: Acquisition Plans, Requirements Approval Documents, Justification and Approvals, Statement of Objectives, Statements of Work, Performance Work Statements, and Quality Assurance documents/plans.
Qualifications:
The candidate must have the following qualifications:
Minimum of fifteen (15) years of work-related experience.
Of those 15 years, a minimum of ten (10) years conducting DoW acquisition program management.
A recognized expert in DoW acquisition.
Highly knowledgeable and expert in implementation of Public Law 85-804 based acquisition authorities
Expert in analyzing, developing, and advising on DoW systems and non-systems program management requirements and acquisition strategies.
Strong administrative and writing skills.
Strong interpersonal skills.
Ability to work on high-visibility and mission critical taskings independently.
Exceptional verbal and written communications skills.
The following qualifications are desired:
Experience with common programs, methods, and tools (RMF, R, Python, EXCEL, ChatGPT, and CoPilot).
IT or science background a plus.
Knowledgeable and skilled in applying Generative AI.
PMP and/or PMI-CPMAI certified.
Travel: Minimal travel
