TQI Solutions is actively seeking a Principal Expert Consultant to support our customer with Surface Ship Maintenance. In this senior role, you will provide high-level advisory support, guide enterprise initiatives, lead critical analysis efforts, and collaborate with senior Navy leadership to advance mission readiness and operational effectiveness.

Position Details:
• Full-time, onsite, exempt
• Salary: $142,500-$152,500 (DOE)

Responsibilities:

• Prepare presentations, charters, analyses, recommendations, correspondence, and plans of action and milestones for Government review.
• Demonstrate a strong understanding of afloat unit organizational, intermediate, and depot level maintenance practices for the Surface Fleet.
• Develop and implement improved Fleet readiness assessment methodologies and support the creation of maintenance policy.
• Apply technical skills in outcome-based Navy maintenance processes and leverage soft skills for effective group collaboration and staff work.
• Lead business process analysis and retooling efforts related to Naval maintenance and business policies.
• Collaborate with a motivated team to prepare flag-level briefs, charters, maintenance strategies, communication plans, and impact assessments.
• Serve as lead action officer for senior leadership tasking on US Navy ship system material status, Congressional inquiry response, and US Navy Shipyard dignita1y visits.
• Participate in strategy sessions, strategic assessments, and design reviews, providing critical input to validate new maintenance enterprise approaches and associated work products.

• Brief senior flag-level leadership on material condition and readiness of US Navy ships.

Requirements:

• Bachelor's Degree in Engineering, Computer Science, Information Systems, Business, or a related field (experience may be considered in lieu of degree).
• Minimum of fifteen (15) years of relevant senior-level experience in Navy maintenance, readiness, logistics, operations, IT systems, or related enterprise support.
• Demonstrated ability to interface with senior Navy leaders and communicate complex concepts clearly and confidently.
• Strong knowledge of US Navy shipyard organizational structure and maintenance planning / execution.
• Proven experience leading major projects, coordinating cross-functional teams, and delivering strategic recommendations in a DoD environment.
• Strong proficiency in Microsoft Office Suite, with the ability to prepare professional briefs, reports, and presentations.
• Excellent verbal and written communication skills, with the ability to produce executive-level documentation.
• Strong analytical and problem-solving abilities, including the ability to assess risk, manage complex issues, and influence decision-making.
• Experience working with Navy maintenance processes, readiness assessments, lifecycle management, or enterprise planning is highly desirable.

Preferred Qualifications:

• Master's Degree with at least seven (7) years of recent specialized experience.
• Experience in senior staff roles, program oversight, requirements development, or enterprise modernization initiatives.
• Experience with Navy Type Commanders, NAVSEA, RMCs, and/or shipyard operations.
• Familiarity with the Navy Maintenance Database (NMD) for reference/examination of information
• Industry-recognized certifications (e.g., PMP, ITIL, Lean Six Sigma) are beneficial.

This position requires the ability to obtain and maintain a U.S. government security clearance. Candidates must be eligible for a background investigation.
