Job Description

Akima Mission Optimization (AMO) is seeking a Technical Logistics Analyst to support the Naval Surface Warfare Center (NSWC) Professional & Operational Support Services in Dahlgren, VA. NSWC Dahlgren requires on-site operational support for day-to-day activities/functions of the Corporate Operations Department, Property Management Division in the areas of general equipment and operating materials & supplies (OM&S), distribution, disposal and reverse logistics, and screening of supply and stock requirements. Specifically, this position supports the technical logistics and screening portion of the procurement process. The Technical Logistics Analyst will review and evaluate information to determine if items ordered will be purchased in-house, or from an outside source. Orders are then managed/directed to the next level of the procurement process.

Responsibilities

  • Exercise independent judgment to research, evaluate, and strategically catalogue materials in support of Procurement and Inventory/Warehouse Management, ensuring accuracy and alignment with operational objectives.
  • Apply advanced research methodology to identify materials through part numbers, descriptions, technical specifications, and comparable/substitute National Stock Number (NSN) items; independently determine the most appropriate sourcing path.
  • Utilize expert-level querying of complex databases to interpret and correlate material descriptions, proactively resolving discrepancies and advising customers on specification requirements.
  • Analyze, validate, and synthesize data from Federal Supply Source Databases (WebFLIS, Haystack, NSSP, One Touch, FedMall, DLA Disposition, GSAXcess, GSA Advantage, Navy ERP, etc.), using independent decision-making to determine correct matches for end-user requirements.
  • Identify Depot Level Repairable (DLR) items and provide authoritative guidance to customers for MILSTRIP ordering actions, act as a technical resource for complex classifications.
  • Oversee the development, review, and submission of cataloguing data to the Navy ERP Business Office (NEBO), ensuring accuracy, completeness, and compliance with governing standards.
  • Exercise judgment in identifying and cataloging Federal Stock Class (FSC) assignments and determining the most accurate classification for new materials.
  • Screen and evaluate customer requests for Operating Materials & Supplies (OM&S), independently determining when materials should be brought into inventory and creating/approving necessary stock numbers (NSNs and UMMs) for material movement transactions in Navy ERP.
  • Analyze local OM&S stock availability and provide authoritative recommendations and data to customers to support operational planning and material readiness.
  • Lead updates to standard operating procedures and process guides, ensuring documentation reflects current best practices and recommending policy changes when necessary.
  • Develop, validate, and provide reliable metrics that affect financial and operational reporting for Leadership, using analytical judgment to determine data relevance and reporting structure.
  • Independently perform and oversee daily N-ERP transactions to ensure accuracy of asset recording within required timelines, resolving complex issues without escalation.
  • Execute and manage daily N-ERP actions (updates, issue transactions, etc.), using discretion to identify errors, mitigate data inconsistencies, and ensure system integrity.
  • Lead training efforts for technical customers on new processes related to property screening and material management; develop instructional materials and ensure adherence to program standards.
  • Serve as the primary interface with Technical Departments, government POCs, Subject Matter Experts (SMEs), Inventory Specialists, Procurement Analysts, the Personal Property Manager (PPM), Organizational Property Administrators (OPA), and the Container Control Officer (CCO), providing expert guidance and decision support.

Qualifications

  • Must hold and maintain an active DoD-issued Interim-Secret (or higher) security clearance.
  • Associate's degree OR a minimum of 3 years of supply / inventory experience demonstrating independent analysis and decision-making.
  • Proven ability to work independently across multiple online databases to diagnose issues, apply judgment, and provide timely and informed responses to customer requests.
  • Strong analytical, documentation, and communication skills; must be a detail-oriented, customer-focused, and self-directed team member.
  • Proficient in Microsoft Office Suite (Word, Excel, PowerPoint).

Desired Qualifications:
  • Knowledge and experience with the Navy Enterprise Resource Planning (ERP) tool.
  • Experience with screening and analyzing material requirements in various databases, including Federal Logistics Information System (FLIS), Haystack, Navy Logistics Library (NLL), One Touch, Navy ERP, IBPES, FEDMALL, GSA, and One Touch Support.
  • Experience creating and validating Unique Material Master (UMM) records in Navy ERP.
