Job Description

Duties

  • Direct the formulation of housing improvement plans within the framework of generally established objectives, policies, and standards.
  • Execute activities which support program management and housing policy development
  • Provide oversight for major construction and execution of the Community Development Management Plan (CDMP).
  • Develop scopes of work, coordinate with: Contract Officers, Organization and/or the Contract Officer Technical Representative (COTR) for a Centralized Barracks management (CBM) Program.
  • Provide instruction and guidance on changes in housing regulations, policies, procedures, and determine priorities.
  • Make recommendations to resolve problems and correct deficiencies, or clarify policy.

  • Must be able to obtain and maintain a SECRET security Clearance, position is non-Critical sensitive and requires a SECRET security Clearance.
  • Temporary Duty Travel (TDY) may be required 10% or less of the time.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) Managing housing programs with responsibilities of on-site management, project management, facilities administration, and/or program execution; 2) Maintaining a variety of data and statistics to support recurring financial reporting requirements; AND 3) Identifying operational or financial problems to develop solutions to improve project performance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
