ASRC Federal Data Networks Corporation (DNC) is seeking an Information Engineer to perform as the Operations Products Coordinator supporting the Office of Space Commerce, Space Operations Division, TraCSS Operations Branch in Suitland MD or Boulder CO. The Operations Products Coordinator shall serve as the primary liaison for generation of requirements and products between the system engineering/development teams and the operational user community for Traffic Coordination System for Space (TraCSS) , including satellite Owner/Operators (O/Os) and the TraCSS Outreach and Operations teams.

Background Summary:
The Office of Space Commerce (OSC) is developing the Traffic Coordination System for Space (TraCSS) to fulfill Space Policy Directive 3 (SPD-3). SPD-3 instructed relevant US government agencies to begin re-assigning many aspects of space traffic management (STM) and space traffic coordination (STC) serving non-military US space operators. OSC, under the US Department of Commerce (DOC), was identified to lead many of these efforts as part of a 'whole of government' approach.
TraCSS is the Office of Space Commerce's cloud-based enterprise solution for ingesting, archiving, processing, and disseminating Space Situational Awareness (SSA) data and products. It will provide conjunction analysis and warning services to commercial satellite owner/operators to foster economic growth and technological advancement of the US commercial space industry. The system will store data from the Department of Defense (DoD), NOAA, commercial SSA data providers, commercial and civil satellite Owner/Operators (O/O), and select international civil partners. The TraCSS system will operate 24 hours per day, 7 days a week.

Required Qualifications:
- Bachelor's degree in a related field or an additional 4 years' experience in lieu of a degree.
- 5-7 years of professional experience in Space Operations, S ystems Engineering, Technical Product Management, or related fields.
Highly Desired Qualifications:
- Experience working in support of a U.S. government institution.
- Current DoD, DOC, NOAA, or NASA authorization to work (badge).
- Eligible for a Secret Clearance
- Knowledge of space domain awareness, space situational awareness (SSA), space traffic coordination (STC), or space traffic management (STM) related topics.
- Examples of desired knowledge and skill sets may include, but are not limited to: orbital mechanics, astrodynamics, common analytical methodologies utilized in SSA/STC/STM, satellite operations, conjunction analysis, and data management.
- Familiarity with SSA associated US Space Force operational processes
- Familiarity with Scaled Agile Framework (SAFe) processes
- Proficiency in Jira, Jira Service Management, Confluence, Bitbucket and other Atlassian platform tools for board management and documentation.
- Mission-focused mindset to maintain awareness of real-time system issues while simultaneously advocating for long-term system improvements.
Responsibilities:
- Monitor the TraCSS development backlog for operations-related tasks to ensure software releases are mission-ready, procedurally documented, and aligned with 24/7 operational requirements, while advocating for system improvements that support mission execution.
- Coordinate with Systems Engineering and the development teams to maintain awareness of upcoming planned features used in operations for smooth integration into ops procedures upon release.
- Maintaining awareness of all operations-related Requirements Work Items (RWIs).
- Participating in decomposing mission needs into user stories and technical dependencies.
- Advocating for work prioritization based on mission urgency to align operational capabilities with Program Increments (PI).
- Review software releases and make recommendations to Ops Branch management on approval for deployment to ensure features meet mission safety and operational standards.
- Coordinate system upgrades and deployments with operational requirements, review and assess software release candidates for operational impact, identify gaps, and develop and maintain operational procedures and documentation.
- Engage with operations personnel to capture real-time feedback that informs TraCSS roadmap updates and maintain awareness of operations-related backlog items for their impact to Operations workflow and documentation using collaboration tools (such as Jira, Confluence, or equivalent).
- Support onboarding and refresher training aligned with system capabilities.
- Plan and execute operations evaluations and interagency exercises.
- Maintain awareness of system performance and operational issues to support continuous improvement.
- The Operations Products Coordinator shall work closely with the Training Coordinator to ensure new TraCSS features and capabilities are correctly captured and updated in all Training products, materials, and checklists.

Work Environment and Physical Demands:
- Work in a typical onsite government office building full time (5-days per week) with situational telework approved as needed.
- Occasional deadlines or operational conditions may require non-standard/longer hours or additional onsite support.
- Infrequent travel required.
- Place of performance will be the NOAA Facility located on the DOC David Skaggs Research Center in Boulder CO.
