In your role as the CI SME/Instructor - Surveillance, you will support the Joint Counterintelligence Training Activity (JCITA) by delivering classroom and field instruction that provides Counterintelligence (CI) Agents the knowledge and skills to plan, conduct, and debrief discreet CI surveillance operations in support of CI missions. You will help students apply surveillance concepts and operational procedures in accordance with applicable authorities, including EO 12333, the Intelligence Authorization Act, and DoDI 5240.16.

In your role as the CI SME/Instructor - Surveillance, you will support the Joint Counterintelligence Training Activity (JCITA) by delivering classroom and field instruction that provides Counterintelligence (CI) Agents the knowledge and skills to plan, conduct, and debrief discreet CI surveillance operations in support of CI missions. You will help students apply surveillance concepts and operational procedures in accordance with applicable authorities, including EO 12333, the Intelligence Authorization Act, and DoDI 5240.16.
Your Responsibilities
- Deliver classroom instruction that provides CI Agents the knowledge to plan, conduct, and debrief discreet CI surveillance operations in support of CI missions
- Ensure instruction aligns with EO 12333, the Intelligence Authorization Act, DoDI 5240.16, and applicable DoD CI policy and procedures
- Assess student performance in field exercises that frequently exceed eight (8) hours a day, include weekends, and require travel within the National Capital Region (NCR) and Continental U.S. (CONUS)
- Instruct students on surveillance planning, operational execution, debriefing, documentation, and mission support considerations
- Apply experience conducting, instructing, or supervising U.S. Government CI surveillance, preferably for DoD CI
- Provide feedback and coaching to students during classroom instruction and field-based practical exercises
- Support course teams in preparing, delivering, and refining instructional materials, practical exercises, and student assessments
- Coordinate with Government stakeholders, course leadership, and instructional staff to ensure training objectives are met
Your Qualifications
- Seven (7) years demonstrated experience related to CI surveillance, with at least a portion of the experience within the last 2 years
- Demonstrated experience conducting, instructing, or supervising U.S. Government CI surveillance, preferably for DoD CI
- Ability to deliver classroom instruction that provides CI Agents the knowledge to plan, conduct, and debrief discreet CI surveillance operations
- Ability to assess student performance in field exercises that frequently exceed eight (8) hours a day, include weekends, and require travel within the NCR and CONUS
- Knowledge of EO 12333, the Intelligence Authorization Act, DoDI 5240.16, and applicable CI authorities, policies, and procedures
- Ability to sit and stand for up to two (2) hours at one (1) time
- Ability to walk up to five (5) miles in one (1) day
- Ability to communicate effectively orally and in writing
- Ability to establish and maintain effective working relationships with students, instructors, and Government stakeholders
- TS/SCI with CI Polygraph required
