In your role as the CI SME/Instructor - Operations, you will support the Joint Counterintelligence Training Activity (JCITA) by delivering expert-level classroom and field instruction that meets USD(I&S) mandated training certification requirements for Offensive Counterintelligence Operations (OFCO) Case Officers (COs). You will help students develop the knowledge, skills, and operational judgment required to conduct OFCO in accordance with DoD policy and mission requirements.

Your Responsibilities
  • Deliver classroom instruction that meets USD(I&S) mandated training certification requirements for Offensive Counterintelligence Operations (OFCO) Case Officers
  • Assess student performance in field exercises that frequently exceed eight (8) hours a day, include weekends, and require travel within the National Capital Region (NCR) and Continental U.S. (CONUS)
  • Instruct students on the full OFCO operational cycle, including planning, execution, documentation, and operational decision-making
  • Apply expert knowledge of threat country Foreign Intelligence Entity (FIE) methodologies and tactics, techniques, and procedures (TTP)
  • Provide instruction and feedback that supports student development as OFCO Case Officers
  • Ensure instruction and practical exercises align with applicable DoD policy and operational standards
  • Support course teams in preparing, delivering, and refining instructional materials, field exercises, and student assessments
  • Coordinate with Government stakeholders, course leadership, and instructional staff to ensure training objectives are met

Your Qualifications
  • Graduate of an accredited Counterintelligence (CI) Special Agent credentialing school
  • Ten (10) years demonstrated experience related to CI operations, with at least a portion of the experience within the last 2 years
  • Served as an OFCO Case Officer with experience conducting the full operational cycle
  • Demonstrated experience conducting, supervising, instructing, supporting, or providing legal oversight of OFCO in accordance with DoD policy
  • Expert knowledge of threat country FIE methodologies and TTP
  • Ability to deliver classroom instruction that meets USD(I&S) mandated training certification requirements
  • Ability to assess student performance in field exercises that frequently exceed eight (8) hours a day, include weekends, and require travel within the NCR and CONUS
  • Ability to sit and stand for up to two (2) hours at a time
  • Ability to walk up to five (5) miles in one (1) day
  • Ability to communicate effectively orally and in writing
  • Ability to establish and maintain effective working relationships with students, instructors, and Government stakeholders
  • TS/SCI with CI Polygraph required
