Duties

As a HUMAN RESOURCES SPECIALIST (INFORMATION SYSTEMS) at the GS-0201-14 level, typical work assignments may include:

- Serves as the agency's principal technical authority on Human Resources (HR) information systems policies, programs, and initiatives for the agency's Total Force (military and civilian).
- The incumbent develops, interprets, and implements agency-wide HRIS policies and procedures, establishing authoritative guidelines for system access, management of personnel information, and security in alignment with federal regulations and strategic objectives.
- The incumbent directs the agency's HR reporting and workforce analysis strategy to support executive-level decision-making.
- The incumbent furnishes expert advice and guidance throughout the agency on HR system capabilities, interfaces with other systems to include the integration points between civilian and various military personnel data systems.
- The incumbent translates broad federal HR and joint manpower policy goals into specific, actionable HRIS requirements, designing and implementing the overarching strategy for HR system roles and permissions.

  • Telework Eligibility: This position is an in-person position at facilities located at Ft Belvoir, VA. This position may be eligible for limited, situational telework subject to supervisory approval and not to exceed current Agency guidelines.
  • Must be able to obtain and maintain a SECRET security clearance.
  • Must consent to and pass pre-employment drug testing and be subject to periodic random drug testing thereafter.
  • Travel in the performance of duties may be required up to 10% of duty time (CONUS).
Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
  • Analyzing complex human resources policies, regulations, and business rules, and translating them into functional system requirements, automated workflows, and technical designs;
  • Directing advanced workforce data analytics, to include normalizing and integrating data across diverse personnel structures (such as civilian position structures and military occupational codes) to support strategic decision-making;
  • Leading the identification, root-cause analysis, and permanent resolution of complex data discrepancies and processing errors that span interconnected databases.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.

This position is subject to an initial drug screening, and random testing thereafter. A negative drug test result must be received by HR within 30 calendar days after the EOD (i.e., start date).
