Job Description

Duties

  • Direct the work of firefighting crews.
  • Oversee master operational roster and schedules to ensure adequate personnel and staff coverage during each shift.
  • Review updates and recommend changes to division standard operating procedures and guidelines.
  • Schedule and approve leave for immediate subordinates.
  • Perform one-on-one counseling with subordinates to resolve problems and complaints expediently.
  • Assume operational control at emergency incidents directing firefighting crews until relieved.
  • Review plans for construction and building modifications to assure compliance.
  • Direct operational activities for fire stations to include care and maintenance of equipment and facilities.
  • Prepare accident and injury reports and performs after action investigations.
  • Discuss fire hazards, deficiencies and health and safety hazards with responsible installation officials.
  • Instruct firefighter personnel in classroom and hands-on training exercises.
  • Attend meetings and give briefings on behalf of the Fire Chief.
  • Resolve conflicts among technical heads of agencies when operational problems exist.

  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted.
  • This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • Subject to periodic (e.g. annual) medical examinations following appointment to determine fitness for continued performance of the duties of the position. Pre-employment physical required.
  • This position has a requirement to lift up to 45lbs. in the regular performance of duties.
  • Rigorous, heavy physical effort is required in the frequent handling of objects such as cylinders and extinguishers weighing 45 lbs or more; May be required to lift/carry personnel such as an adult male in emergency situations.
  • Employee must participate in a physical fitness program.
  • This position requires the employee to work under adverse environmental conditions.
  • The work requires the employee to drive a motor vehicle. An appropriate, valid driver's license.
  • In accordance with AR 690-11, this position has been designated as "Key" and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.
  • As a "Key" position, the incumbent must be exempted from recall to active duty and will receive training to ensure mission accomplishment of sustaining base operations during mobilization.
  • Employee is required to report for duty during Natural Disasters and other emergency situations as directed by the Fire Chief.
  • Position may be subject to administrative or rotating shifts.
  • Based on mission requirements, position may work 56, 60 or 72 hours a week, and up to 144 hours per pay period. Incumbent may be required to work overtime as the need arises.
  • This position is designated Tier 3, Non-Critical Sensitive, Moderate Risk and requires the incumbent to obtain and maintain a Secret Security Clearance Level as a condition of employment.
  • TDY travel may occasionally be required - 10%
  • Appointment to this position is subject to a one year supervisory probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience:
  • (For Current Federal Employees) One year of specialized experience which includes 1) Planning and directing the operations of subordinate firefighters; 2) Performing administrative and management tasks and 3) Completing incident analyses using knowledge of hazard and risk techniques. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
  • (For Non-Federal Employees) One year of specialized experience which includes 1) Planning and directing the operations of subordinate firefighters; 2) Performing administrative and management tasks and 3) Completing incident analyses using knowledge of hazard and risk techniques. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).
Additional Requirements: In addition to meeting the specialized experience requirement above, applicants must also possess Fire Officer III, Fire Inspector II, Hazardous Material Incident Commander, Airport Firefighter, Fire Instructor II AND Formal Land Based Shipboard Firefighting certifications certified through DoD Fire and Emergency Services Certification System, International Fire Service Accreditation Congress (IFSAC), or the Fire Service Professional Qualifications System (PRO-Board) in accordance with DoD 6055.06.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone -- no substitution of education for experience is permitted.
