Duties
This position is located in the Joint Force Headquarters-State, Operations Directorate (J-3), Army National Guard (ARNG) Training Center, Range Operations. The purpose of this position is to supervise workers, either directly or through one or more subordinate leaders or supervisors, in accomplishing the duties of target systems repair. Subordinate work involves installing, operating, maintaining and repairing a variety of Army Standard Integrated Target Systems, such as Armor Moving Target Carrier (AMTC), Infantry Moving Target Carrier Systems(IMTS), Target Holding Mechanism Tank Gunnery (THMTG), Enhanced Remote Target System (ERETS) and non-related support systems. The occupation and non-supervisory grade level that best reflects the nature of the operations supervised is Target Systems Repairer, WG-2601-08.
DUTIES AND RESPONSIBILITIES:
Plans and schedules subordinate work assignments on a daily or project-by-project basis. Establishes completion dates for projects or assignments and provides guidance on any unusual facets of assignments or projects. Ensures adequate personnel, materials and equipment are available for each assignment or project.
Instructs subordinates on standardized or accepted methods, procedures or practices applicable to projects or assignments. Assists subordinates in resolving unusual problems. Reviews work in progress and upon completion. Obtains approval from higher-level supervisor for changes to standardized or accepted procedures or work operations. Proposes changes to procedures or processes to improve operations or reduce costs.
Selects new personnel to fill vacancies and approves subordinate promotions or reassignments within the unit. Jointly establishes performance standards with the assistance of subordinate supervisors and provides input on subordinate staff performance appraisals. Counsels employees on the disciplinary process and recommends disciplinary action. Resolves informal complaints and grievances at the lowest possible level, referring unresolved or more serious issues to a higher-level supervisor. Identifies staff training needs with the assistance of subordinate supervisors and recommends staff members for formal training programs or on-site mentoring. Schedules and approves subordinate leave. Encourages employees to participate in suggestion of cost reduction programs. Through subordinate supervisors, ensures procedures and regulations governing safety and housekeeping are observed by all staff members. Coordinates the equal opportunity, position management, position description review, and labor relations functions within the unit. Maintains production reports and records. Performs non-supervisory functions of the organizational segment supervised.
Prepares for and participates in various types of readiness evaluations, inspections, mobilization and command support exercises. May perform additional duties, such as structural fire fighting, aircraft fire/crash/rescue duty, snow removal or heavy equipment operating. Observes required safety regulatory requirements. Ensures subordinates are equipped with appropriate safety equipment and follow pertinent safety precautions.

GENERAL EXPERIENCE :
Experience or training which demonstrates that the candidate has the ability to organize assignments for subordinates, estimate material and manpower needed for specific jobs; able to explain manuals and work procedures; and to prepare production records, work records and reports.
SPECIALIZED EXPERIENCE :
In addition to the journeyman level knowledge, experience which demonstrates the ability to plan, direct, and organize work assignments for lower grade personnel.
Experience which required the review of work requirements and establish priorities to meet deadlines.
Experience that provided knowledge of various lines of work performed by this function.
Experience which demonstrates the ability to supervise or the potential to perform such duties as evidenced by the ability to communicate knowledge of general supervisory concepts, and knowledge of shop processes.
Experience in adapting existing equipment and techniques to new situations.
Education
There is no substitution of education for specialized experience for this position.

- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
- Selectee will be required to wear the military uniform.
- Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
- Males born after 31 December 1959 must be registered for Selective Service.
- Federal employment suitability as determined by a background investigation.
- May be required to successfully complete a trial period.
