As a SUPPLY MANAGEMENT SPECIALIST (TITLE 32), GS-2003-7/9/11, you will to plan, organize, direct, coordinate and manage all command supply and services functions.

AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence,
Military Grades: Enlisted/Warrant Officer/Officer - E6-O4
GENERAL EXPERIENCE : MUST possess experience, education, or training which has provided the applicant with a general knowledge of one or more aspects of the supply field. Experience using computer and automation systems.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
SPECIALIZED EXPERIENCE : GS-11 Level MUST possess at least 1-year equivalent to at least GS-9; experience supervising and/or managing supply personnel and a variety of supply functions; knowledge on the entire inventory management supply system; experience coordinating with other organizations on complex and controversial supply issues; experience providing advice and guidance on supply regulations to upper levels of management regarding supply functions. GS-9 Level MUST possess at least 1-year equivalent to at least GS-7; experience analyzing, developing, evaluating to improve supply programs, policies, procedures, techniques, etc; experience involving the control of supply stocks and accounting for equipment; knowledge of supply functions, cataloging, maintenance, and disposal procedures; experience in cost estimates, budgets, or funding management; experience conducting extensive searches for required information; reconstruct records for complex supply transactions; and/or provide supply operations support; experience requiring person-to-person contacts to convey information and ability to compile reports, letters, memoranda, etc. GS-7 Level MUST possess at least 1-year equivalent to at least GS-5; experience analyzing problems to identify significant factors, gathering pertinent data, and recognizing solutions; experience planning and organizing work; experience in communicating effectively orally and in writing.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). - Formulate and implement command supply operating procedures and policies necessary to support units.
- Ensure unit responsibilities for receipting and accounting of equipment and supplies are met.
- Develop and manage the state logistics contingency stockage plan and coordinate the plan with the USPFO.
- Serve as the focal point for approval of the loan of command equipment within the state ARNG.
- Maintain current command supply analysis on trends of effectiveness and efficiency.
- Direct actions to improve/correct undesirable supply conditions, practices and policy in the command.
- Manage, control, analyze and recommend corrective action for property losses in the command.
- Receive fiscal information from each subordinate function to prepare and review budget estimates for the command supply and services functions.
- Evaluate the effects of new programs on funding requirements and ensure the preparation of justification for budget revisions.
- Prepare, review and verify command supply and services reports.
- Direct and coordinate logistics activities, including procurement and provision of command supplies and services and management of command material and equipment.

- This is an excepted service position that requires membership in the Illinois National Guard and in the military grade listed in the announcement.
