Specialized experience: One year of specialized experience equivalent to the GS-13 grade level in the Federal service which includes serving as a principal action officer and recognized subject-matter expert in the strategic planning, coordination, and execution of Special Access Programs (SAP) and Integrated Joint Special Technical Operations (IJSTO) at the Combatant Command echelon. Experience directing complex analytical processes to formulate operational courses of action, spearheading specialized SAP planning teams during crisis response, and authoritatively representing organizational STO equities in formal engagements with the Joint Staff and interagency partners; demonstrating comprehensive mastery of the Joint Planning Process and Military Decision-Making Process to deliberately integrate compartmented capabilities into theater-level campaign plans and annexes, while systematically advising executive leadership on sensitive operational architectures; and evaluating security policy to recommend programmatic enhancements, maintaining operational proficiency in highly classified technical platforms such as the Planning and Decision Aid System (PDAS), and authoring comprehensive executive-level staff products to govern mission parameters and joint exercise design.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

- Serve as the Lead Action Officer and subject-matter expert for Special Access Program (SAP) and Integrated Joint Special Technical Operations (IJSTO) planning and execution.
- Lead specialized SAP planning teams to develop courses of action and ensure command equities are represented during Joint Staff and interagency meetings.
- Integrate compartmented and special access programs into theater-level operational plans and annexes using the Joint Planning Process and MDMP.
- Advise senior leadership on the conduct of special access programs and provide strategic options for current operations, crisis response, and force protection.
- Maintain technical proficiency in SAP systems, including the Planning and Decision Aid System (PDAS), to support mission objectives and security protocols.
- Draft executive-level staff products, including white papers and reports, to communicate SAP/STO policy recommendations and mission requirements.
- Participate in joint exercise design and development to ensure STO training objectives are met through the integration of multi-level classified capabilities.

- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.

- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
