Job Description

Duties

As a Logistics Management Specialist, GS-0346-11, you will:
  • Develop, implement and evaluate the logistics and property accountability plans and policies for the organization. Serve as the subject matter expert for the command in the area of logistics. Provide oversight to property book operations. Analyze and coordinate information and requirements with other command levels/sections in the area of supply and equipment readiness for the organizational readiness report. Review, analyze, and develop plans to optimize the impact of future authorization documents and/or force structure changes and the impact on organizational readiness. Communicate and coordinate with proponent agencies with recommendations for improvement and implementation of new equipment/concepts to the authorization document. Analyze and plan for the implementation of new policy statements, regulations and directives issued by higher headquarters concerning logistics and property accountability activities.
  • Develop and coordinate the execution of the command supply discipline program, command maintenance discipline program, and other directed command inspection programs. Assist in the preparation for additional command level inspections in the area of logistics and maintenance. Plan and coordinate periodic inspections, inventories and change of hand receipt accounts to assure supplies are serviceable, properly stored, maintained and accounted for as required by regulatory authority. Advise the commander of equipment on hand and equipment readiness issues. Analyze maintenance status and direct the priority of maintenance effort for organizational equipment. Based on the commander's intent, conducts continuing analysis of missions, deployments, and changes to equipment authorizations resulting in coordination and development of property management plans.
  • May supervise and maintain property book accountability utilizing an automated system and related computer programs to account for property. Direct the establishment of hand receipt files for each element, whether separate or organic to the organization, and maintain accountability by the use of hand receipt listings. Assure that all authorized non-expendable property is on hand or has been requisitioned to assist in maintaining the highest level of readiness for the organization. Account for funds used to requisition non-expendable property. Coordinate the assignment and transfer of equipment assets to enhance mobilization readiness.
  • May coordinate with the state level headquarters and subordinate elements of the organization on the lateral transfer and/or turn in of excess property. This includes analyzing the proposed transfer/turn in actions and its impact on readiness. Coordinate annual supply reconciliations with the state level headquarters. Also coordinate the processing of backorder reconciliations and equipment status profiles.
  • May establish quality control procedures and oversees the edit of all documents. Ensure documents are accurate and properly input into the automated system. Establish administrative procedures and oversee the flow of subordinate/command documents and reports through the Property Book Office to assure complete, accurate, and timely submission of data. Review and analyze listings and reports produced by the automated system, resolve problems on error listings, and provide guidance to personnel assigned to the Property Book Section and subordinate organizations. Perform continuing analysis of the property accounting and equipment status reporting system to assure data provided is complete, accurate and timely.
  • Analyze requirements, develop forecasts, direct re-allocation, and provide guidance for the execution of funds for all decentralized logistics resources. These may include operational funds such as secondary stock funds, office supply accounts, transportation funding, various classes of supply, etc. As the senior approving official for government purchase card program, provides oversight and guidance to subordinate organizations.
  • Provide technical guidance and assistance to all organizational logistic personnel pertaining to logistics and property management. Plan, organize and assign work to subordinates engaged in logistics and property management at the command level. Revise assignments or details employees to other duties as necessary to meet changing work situations, deadlines, or priorities. Prepare requests for filling vacancies to meet workload requirements.
  • Perform other duties as assigned.

GENERAL EXPERIENCE: Experience, education or training involving judgment and/or analytical ability in the logistics field. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education, or training identifying activities involving logistical support operations. Experience integrating the actions of a variety of specialized support activities in order to develop a comprehensive logistics plan. Experience monitoring such functions as program planning, resource and fiscal management, training, manpower management, and/or automated data processing to meet the logistics plan. Experience identifying delays or problems and developing corrective actions. Experience working with people from various levels and backgrounds to elicit their cooperation to perform specific tasks, and complying with regulations, laws, or practices.

Education

If you are using Education to qualify for this position: Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements.
