Job Description
Seeking a Senior Continuity professional to support and modernize a department-level Continuity of Operations (COOP) program. This role will focus heavily on rewriting and enhancing COOP plans, ensuring compliance with federal continuity directives, and supporting enterprise-wide resilience efforts.
This is a hands-on, writing-intensive role supporting mission-critical federal operations.
Key Responsibilities
Lead assessment and update of Department-wide COOP plans
Develop, write, review, and edit continuity plans and procedures
Ensure compliance with Presidential Policy Directive 40 and FEMA Federal Continuity Directives (FCDs)
Evaluate continuity program effectiveness and recommend improvements
Support Continuity of Government (COG) initiatives
Coordinate interagency and National Security Council taskings
Develop COOP training and awareness materials
Collaborate with senior leadership and cross-functional stakeholders
Participate in continuity and emergency management working groups
Deploy to continuity facilities (within ~2 hours) as required
Required Qualifications
4+ years of COOP/COG experience supporting a federal civilian agency
1+ year in a leadership, supervisory, or program support role
Direct experience with PPD-40 and FEMA FCDs
Strong technical writing skills (Word-heavy environment)
Experience across all four phases of continuity planning
Ability to research, analyze, and deliver high-quality documentation on deadline
Strong communication and stakeholder coordination skills
Highly organized; able to manage multiple priorities
Active Top-Secret clearance (SCI eligible with recent read-in)
Valid driver’s license and reliable transportation
Preferred Qualifications
Experience with Federal Continuity Assessment Tool (FCAT)
Experience supporting large federal headquarters-level continuity programs
Education
Bachelor’s degree in a related field OR Additional 4 years of relevant experience in lieu of degree
Work Environment
On-site federal office environment (including SCIF)
Requires mobility across large facilities
Occasional lifting (up to 10 lbs)
