Job Description
ASE is looking for a Program Analyst V to work in Suffolk, VA on a hybrid basis. The Program Analyst V supports the Senior Program Manager in the execution, coordination, and oversight of a diverse portfolio of federal contracts. This role provides analytical, administrative, and operational support across Systems Engineering, IT/Cyber, and Mission Support programs, contributing to program performance tracking, financial management, compliance, and continuous process improvement. The ideal candidate combines solid federal contracting knowledge with strong analytical skills and a collaborative work style that enables the Resource Management Group to maintain program excellence and organizational maturity. This Hybrid position requires that you live within commuting distance from Suffolk, VA.
Responsibilities
- Support the Sr. PM in day-to-day oversight of active federal contracts, including tracking deliverables, milestones, and performance metrics.
- Assist with contract phase-in and phase-out activities, maintaining documentation, schedules, and stakeholder communications.
- Monitor and analyze program financials, including budget tracking, forecasting inputs, cost variance analysis, and P&L reporting.
- Prepare and maintain program status reports, dashboards, briefings, and data calls for internal leadership and government customers.
- Support procurement activities, subcontractor coordination, and invoice review and approval processes.
- Assist with workforce planning, staffing analyses, and resource allocation across the portfolio.
- Maintain and update program management repositories, SharePoint sites, and document control systems.
- Contribute to quality management activities by supporting audits, corrective actions, and adherence to established PM frameworks.
- Support proposal efforts including data gathering, past performance documentation, and coordination of volume inputs.
- Participate in risk identification, tracking, and mitigation planning across assigned programs.
- Help implement standardized program management processes and continuous improvement initiatives across the Resource Group.
- Serve as an analytical liaison between project managers, finance, contracts, and operational staff.
Qualifications
- Bachelor's degree in Business Administration, Management, Finance, Engineering, or a related field; graduate degree (MBA, MPA, MS) preferred.
- Minimum of 5 years of experience supporting or managing federal government contracts (DoD/DHS experience strongly preferred).
- Demonstrated knowledge of federal contracting principles, FAR/DFARS requirements, and contract types (FFP, Cost Plus, T&M).
- Proven experience with program financial management activities, including budget tracking, forecasting, and cost reporting.
- Experience supporting program performance management, risk tracking, and deliverables management.
- Experience supporting federal contract transitions (phase-ins/phase-outs)
- Experience with proposal coordination, color-team reviews, or BD support activities.
- Experience with quality management systems or process improvement frameworks (e.g., ISO, CMMI).
- Strong analytical and problem-solving skills with the ability to synthesize complex program data into actionable reporting.
- Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint, Outlook) and project/program tracking tools.
- Excellent written and verbal communication skills; ability to produce clear, concise.
- Active U.S. SECRET clearance (or ability to obtain).
- PMP, CAPM, or equivalent project management certification (preferred).
